  • Identify process for assessing pipeline system
    and facility vulnerabilities
  • Develop uniform definitions of security
    conditions
  • Develop graduated set of countermeasures for each
    security condition level

    gather operator, state pipeline safety agencies,

    facilities on a temporary basis.
