BASIC INFORMATION ABOUT SLOVAKIA
  • Slovakia is a Central European country with area
    of 49 039 km2, population of 5,378 951mil.,
    population density of 110,0 inhabitants/km2 ,
    Capital Bratislava (cca 440 000 inhabitans),
    the eight (8) of self-government regions
    (Bratislava, Trnava, Trencín, ilina, Nitra,
    Banská Bystrica, Preov, Koice).
  • Slovakia is EU member from the 1st May 2005.
  • Development of Slovakian road infrastructure
    (level) is comparable with the countries of the
    Four of Visegrad (V4).

Slovakia directly neighbours with 5 countries
(CZ, PL, UA, H, A) and total length of state
borders is 1672,0 km.

TEM
Since 1977, Slovakia has been involved in the TEM
project (Trans-European North/South Motorway
Network Project), which ranks among the most
ancient regional infrastructural projects in the
existence of European transport. From the initial
length of 10 400 km in 1977, the length of the
TEM network has grown to the present 22 303 km.
The perspective TEM network in the territory of
the Slovak Republic includes 936 km of highways
and expressways, which are built at stages.

TEN (before TINA)
  • Slovakia was actively represented in the
    Paneuropean conferences in Prague 1991, in Crete
    1994 and in Helsinki 1997, the result of which
    are the Paneuropean multimodale transport
    corridors IV, V/A and VI crossing the Slovak
    territory on routes of the defined highway
    network of the Slovak Republic with length of 659
    km. It consists of the following highway runs
  • D1 Bratislava ilina - Preov Koice -
    state border SK/UA, (corridor V/A)
  • D2 state border SK/CZ Bratislava - state
    border SK/H, (corridor IV)
  • D3 ilina Cadca - state border SK/P,
    (corridor VI)
  • D4 Bratislava state border SK/A, (corridor
    IV).
  • The highway network of the Slovak Republic is
    connected to all neighbouring countries.

  • Slovakia in the past years (before EU)
    actively participated in the process of
    definition of the TINA network (Transport
    Infrastructure Needs Assessment), i. e. the
    extension of the network of Crete/Helsinki
    corridors by other expresswas (R) corridors . In
    Slovakia the two north-south corridors are
    involved
  • Central corridor R3 Martin Zvolen ahy
    state border SK/H and further in
    direction of Budapest,
  • Eastern corridor R4 from the direction of
    Rzeszów state border SK/P Vyný Komárnik
    Preov Koice Milhost state border SK/H and
    further in the direction of Miskolc.
  • The length of the defined TEN (TINA)
    network in the Slovak Republic is approximately
    933 kms.

c) The roads network
  • cb) The urban/local roads network 4 to 33 m of
    width, depending on functional classification of
    the road, approximately 25 220 kms being in
    operation
  • The purpose roads - are not quantified, they may
    be public or non-public.
  • In total 43 025 kms of roads and highways
    are in operation (excluding purpose roads).
  • Details on categories and project elements
    of the individual road types are specified by
    Slovak technical standards (STN).

  • in ownership of cities and communes are
  • - urban/local roads.

ENSURANCE OF ACTIVITIES RESULTING FROM STATE
OWNERSHIP
  • To ensure needs and the function of road
    economy (preparation, construction,
    administration of property, maintenance,
    diagnostics...) the Ministry of Transport... has
    established a legal entity Slovak Road
    Administration (SRA) for 1st class roads and
    according to new act was creationed from 1st of
    February 2005 National Motorway Company for
    highways and expressways.
  • Important part of activities of SRA is the
    collection of data on road network for the Road
    data bank.

PRIORITY PROGRAMS IN
ROAD INFRASTRUCTURE DEVELOPMENT
A permanent strategy of the Ministry of
Transport... in compliance with adopted strategic
documents in Slovakia is universal care of road
infrastructure and provision of high-quality
services to its users. As optimal solution of
acute capacity and security-related problems
encountered on the most loaded roads we consider
the construction of new highways and expressways,
particularly in the context of incorporation of
Slovak road infrastructure in European road
infrastructure at the required functional level.
Priorities of the transport sector are taken
into account in the development documents
approved by the Government. In 1999 the
Government approved a basic document
The Conception of Road Infrastructure
Development. Subsequently the Government had
approved The New Project of the Construction of
Highways and Expressways in 2001 and later its
next adds Actuallisation of the New Project of
the Construction of Highways and Expresswaysin
2003, Report about of the Programme Motorways
and Expressways construction (report) in
2004. In June 2006 will be the report to the
government submited again.

BASIC PRIORITIES in the context of primary
objectives of the national and international
transport policy are to 2013 follows
  • Preference of the highways construction sections
    on TEN corridors (D1 - D4) particularly
  • in the territory of the capital of the Slovak
    Republic Bratislava, all section D1and D2
    to 2006 (the latest to 2007) in constructions is
    last section D2 Lamacská road Staré Grunty with
    the two tubes tunnel Sitiny of length about 1,4
    km,
  • on the north-south V/A corridor the sections D1
    and D3 between Bratislava ilina to 2006 (with
    present problems is real term to 2008)
  • on the west-east V/A corridor the sections D1
    between ilina Koice to 2013 (with the
    prepared PPP project of section Lietavská Lúcka
    Turany of length 30 kms)
  • on the north-south VI corridor the sections
    between ilina state border SK/P and SK/CZ to
    2012 (prioritly of part Cadca state border
    SK/P to 2010)

  • Preference of the preparation and
    construction other sections on TEN corridors
    (expressways R3, R4, D4) and other economic
    effectiveness and environmental projects on the
    expressways corridors (R1, R2, R5, R6), for
    example
  • sections R1 Rudno nad Hronom arnovica (four
    lanes), R2 Odany bypass, R2 Figa bypass, all
    give to the operation to 2006 (two lanes),
  • Goals to give to the operation
  • three sections on corridor R1 Nitra, west
    Selenec Beladice Tekovské Nemce to 2011,
  • a one-two new section/s on D4 Bratislava- east
    bypass to 2013,
  • a one-two section/s on corridor R3 Martin
    Turcianske Teplice iar nad Hronom (two lanes)
    to 2013,
  • two-three sections on corridor R2 between Zvolen
    Koice and two-three sections on R2 between
    Trencín -  iarom nad Hronom (two lanes) to 2013,
  • on corridor R4 sections Koice Milhost and
    Svidník bypass to 2008/2009 (two lanes) and
    Preov bypass to 2011,
  • on corridor R7 section Dunajska Streda a Nové
    Zámky (two lanes) to 2012,
  • new bridge across river Danube in túrovo or
    Komárno (two lanes) to 2013 (2015).

Within the international context we consider the
north-south highway perspective corridors across
Slovakia connected Baltic Sea and Adriatic Sea

International context
  • as a priority No 1 west corridor along the axis
    Rijeka / Trieste Wienna-Bratislava/Szombathely
    - Mossonmagyarovár state border SK/H
    Bratislava ilina Cadca Skalité state
    border SK/P Zwardon Zywiec Bielsko-Biala
    Katowice Warszawa Gdansk, on the territory of
    Slovakia will be completely to 2012. On this
    axis on the territory of Slovakia are three (3)
    big manufacture-car factory (VW in Bratislava,
    Peugeot in Trnava, KIA at ilina) and near of
    this corridor in Czech Republic is planed 4th
    factory (Hyundai at Ostrava). The distance
    between Bratislava and Wienna is 60 kms only,
    between Bratislava and ilina/Budapest 200 kms,
    between Bratislava and Adriatic Sea 600 km and
    between Ostrava and ilina about 90 kms
  • 2. as a priority No 2 middle perspective
    corridor along the axis Katowice/Krakow Martin
    iar nad Hronom ahy/túrovo Budapest, its
    the neariest international distance on the
    territory of Slovakia could be new expressway in
    operation to 2016,
  • 3. as a priority No 3 east perspective
    corridor along the axis Helsinky Tallin Riga
    Kaunas Rzesów Preov Koice Miskolc
    Budapest/Beograd Athina on the territory of
    Slovakia could be new expressway in operation to
    2016.

These are the basic Slovak proposal for
international negotiations and strategic
planning.

CONCLUSION
  • In the framework of road economy,
    construction of highways and expressways are
    during a long time preferred yet.
  • The level of fulfilment of the above
    priorities depends on financial capacities
    determined by performance of economy and on the
    state financial and international policy
    including distribution EU resources inside
    Slovakia among priorities of Ministries. It
    shows, that Ministry of Transport will have
    during period 2007 - 2013 in disposal
    approximately 1,6 billion EUR, for motorway and
    expressway about 1,267 of billion EUR, for 1st
    class roads about 0,333 billion EUR.
  • The state financial policy on the field of
    road infrastructure development in Slovakia
    depends now and in future time also on the
    priorities of the member and candidate states of
    EÚ and on the good contacts with.
