2Project Overview
- Grant from the INL to conduct an assessment of
promising practices in drug treatment and
prevention programs that have the potential for
replication across cultures. INL identified drug
treatment and prevention programs in Europe,
Latin America, the Caribbean, and Southeast Asia
to be examined in this study.

5Promising Practices Treatment
- Comprehensive approach to treatment, including
support, self-help groups, educational and
professional development, emphasizing individual,
group, and family work - Integrated religious and spiritual, as well as
educational, vocational, cultural variables (by
country and region), and special needs of
specific groups (women, youth, gypsies) - Aftercare is an important component 12-step
self-help groups are used for this purpose

- The Reinsertion phase is an important focus, with
emphasis on teaching specific and social skills,
as well as providing vocational training?hostel
concept is used as a transition to community - The effective use of community volunteers in
providing administrative, treatment, and
prevention services to adolescent and adult
populations - Intensive work programs as an alternative or
hybrid form of therapeutic community (TC)

- Dedicated, visionary (charismatic) leadership and
staffing - Decisions about clients are made by a team with
democracy in TC operations and clinical
decision-making - Peer-based learning Feedback is provided each
day in the form of peer confrontations

- Involvement of key stakeholders in the entire
program development process, from planning and
implementation to sharing of recognition and
rewards of success - Integrating families of TC residents into the
treatment process, and providing them separate
and required treatment and meetings (to visit
family member in treatment), and home visits

- Community concept A sense of family and
belonging is created through client interactions
and group socio-emotional experiences (encounter
groups, static groups, etc.) - Cognitive-behavioral therapy and
relapse-prevention techniques are being used

- Applying effective outreach and media strategies
to recruit participants - Achieving sustainability, using fundraising and
by selling products made by residents and other
creative activities - Combining prevention and treatment

- Effective presentation of prevention messages by
peer counselors through creative media (such as
dance, music, drama, brief lectures, role-plays,
and debates) to improve youth participation - Examination of the current trends in drug use to
address areas that need the most attention

- Integration of school-based prevention programs
within the academic curricula - Skillful and effective use of the media to
increase public awareness of drug abuse and to
reduce the stigma associated with seeking help
