Significance The Trans Korean Pipeline (TKP) is
integral to fuel support operations, particularly
during contingency. The ROKG announced plans to
close the TKP on or about 30 Sep 02. For the
past 5-6 years USFK, DESC, and MND have been
developing and refining POL support plans for US
Forces Korea during Armistice and Contingency in
a Post-Trans Korea Pipeline environment. We are
still working out the details of pipeline support
in order to close the TKP.

Background
1964 ROKG/USG International Petroleum Agreement
Key Points - USG was guaranteed the right
to bring fuel into Korea. - USG pays for fuel
brought in for own use. ROKG pays for US defense
reserves. - No expiration date. - Pre-SOFA
pre-pipeline.

  • TKP Operations
  • 1971 US constructed TKP from Pohang to Seoul
  • 1981 TKP extended from Seoul to Uijongbu
  • 1992 US transferred TKP operation and
    ownership to ROKG (MND) via a 3-year MOA (FASC
    Task 2803)
  • 1993 MND closed TKP (Seoul To Uijongbu) due
    to environmental concerns
  • 1996 MND - USFK signed 3-year extension to MOA

Background
  • Technical Plan -- Preparing to close the TKP.
  • 1996-7 Commercial SNP pipeline completed.
    Working group formed to consider options for
    transferring operations to SNP.
  • 2000 (Aug) MND and USFK signed the Technical
    Plan for follow-on support. Close the TKP by Sep
    02.
  • Jan - Mar 2002 Agreement reached on financial
    aspects of the two connections from the Tech
    Plan.
  • Sep 2002 Construction of the connections 85
    complete. Continuing negotiations for services
    needed in order to finish closing the TKP.

  • Form the Joint Working Group (JWG). MND
    appoints a co-chair and invites SK and DOPCO to
    the JWG.
  • Resolve issues for the transition from the TKP
    to the SNP.
  • Sign Agreed Recommendation of the JWG.
  • Execute the plan as outlined in the Agreed
    Recommendation.
