4Department of Labor Youth Reintegration Grant
Project
5Project Award
- The US Department of Labor awarded 16
organizations from a pool of 168 applicants from
across the country to administer the Youth
Reintegration Project. As one of the 16
recipients ADIS received an 851,249 grant per
year for upwards to 3 years. -
- Locally this project will be called the Right
Track Project. We believe that most youth
offenders are not bad kids, but good kids whove
made bad decisions. It is our obligation to put
them on the Right Track.
6What is the Right Track Youth Reintegration
Project?
- The project will demonstrate/ensure
- Innovative solutions for moving young offenders
successfully into employment with opportunities
for careers in high growth, high demand
industries - Collaborative efforts of the workforce investment
system, business and industry, the education
community, and the juvenile justice system - Young offenders have the foundational academic
skills they need to attain a high school diploma
or GED leading to post secondary educational
opportunities that, in turn lead to jobs in high
growth, high demand industries.

9Grant Objectives
- This project will serve 200 eligible youth
offenders per year, ages 16-21, in El Paso and
Teller Counties. - The Goals are to
- Utilize proven strategies and networks to prepare
area youth offenders for high-demand, high-growth
jobs suited for each individual, and - (2) Place qualified youth offenders in jobs for
which they are trained and which provide at least
average market-based wages for each occupation.
10Project Outcomes
- At least 200 consumers meeting the programs
criteria will be assessed and receive services
from the program each year. - At least 50 (100) of the consumers enrolled in
the program will complete their individual
program goals in the first year of funding. - The post-program competitive employment placement
rate will exceed 55 (110 youth) will be employed
in the competitive market. - Estimated starting wages for individuals placed
in competitive employment will be at least 90 of
starting wages for that occupation as identified
in work market surveys of the area i.e. - Construction 8 - 10
- Culinary 10 - 12
- Office Assistant 7 - 9
- Custodian 8 - 10
- (5) At least 40 (80) of program clients will
complete either post-secondary education or
training leading to certification in a vocation. - (6) The 12-month rate of recidivism for program
participants, measured as the 12-month period
starting from the date of program assessment,
will be no more than 20 (or no more than 40
youth will re-offend while in the program).

13Intake Services Network
- The Initial Assessment and Referral to Support
Services will take place within (5) five days of
acceptance into the program a Project Intake
Coordinator will meet with each youth for an
initial assessment consisting of the following
components - (1) Inventory of Descriptive Characteristics,
including history of involvement with the legal
system and any current mandated requirements, - (2) Assessment of educational background,
aptitude, progress, and goals, - (3) In-depth Vocational Assessment
- (4) Subsidized Employment Benefits and
Assessment
14Connect Care Management Services
- Connect Care will administer and manage the
services for youth that are provided through
partner agencies such as ADI Vocational, ADIS,
Workout Limited, PPMH, PPWFC, PPCC, and Blair
College. Connect Care will do so through a
combination of care coordination, evaluation and
administrative services. - Care Coordination
- Connect Care will provide a licensed mental
health professional who will function as a Care
Coordinator. This person will work closely with
the ADI Intake Coordinators to help determine the
most appropriate services for a particular
client. The Care Coordinator will make referrals
to contracted providers, issue authorizations and
renew authorizations based on the ongoing need
for a particular service.
15Connect Care Management Services
- Evaluation
- Connect Care will collect, analyze and report the
service data associated with this grant to
include the amounts and types of services
provided, length of services, associated costs,
etc. - Connect Care will collect, analyze and report the
pre and post outcome data that is tied to service
provision as required by the grant. This
information will help determine if project goals
and objectives are met.
16Connect Care Management Services
- Administrative Services
- Contract and credential all service providers -
create service agreements, rate negotiation,
ensure appropriate provider qualifications. - Claims payment - adjudicate and pay claims of
service providers based on a fee for service
system. - Financial management - help develop and monitor
the overall services budget for the grant.
17Service Network Component 1 Restitution,
Therapeutic Employment and Restorative Justice
- Youth who have certain legal requirements will
be referred to Workout, Ltd. for Community
Service, Restitution, and Restorative Justice
Services.
18Service NetworkComponent 2 Secondary
Educational Services
- Youth needing remedial education in language and
math or courses to complete high school or obtain
a GED, as well as those with an interest in and
aptitude for higher education and training will
be linked with the ADIS educational program,
local high schools, and community colleges.
19Service NetworkComponent 3 Vocational
Rehabilitation Services
- Through the ADIS Vocational Rehabilitation
Program, a vocational counselor and the project
youth will develop a vocational plan which
identifies the youths vocational goals and the
objectives required to meet these goals. This
plan may incorporate any or all of the following
six (6) types of services - Situational Vocational Assessment
- Training in Job Seeking Skills
- Vocational Training in High Growth, High Demand

as well as a host of vocational training and

Opportunities
- Through the ADIS Vocational Rehabilitation
Program project youth will be placed with
market competitive businesses as employees. - Their salary will be paid by the grant for a
specified amount of time. - The intent is to provide the project youth with
real world work experience, as well as build up
their work portfolio.
