Title: Next Generation 911 Evolving Architecture
1Next Generation 911 Evolving Architecture
2Legacy Network
The current 911 infrastructure is based on point
to point voice grade circuits using CAMA
signaling. Customer location information is
delivered to the PSAP via the Qwest ALI data
based managed by Intrado

- The ALI-M migration replace the current ALISR
with ALI-M - Distribution Points are replaced with Terminal
Servers - 56k is replaced with CO LAN, T1s and the Intrado
WAN

4IP to ALI
- IP to ALI replaces the point to point data
circuit with Qwest provided TCP/IP over Frame
Relay or iQ Private Port -
- 202T modems are replace with Cisco 2811 routers
- The PSAP connects directly to the ALI-Ms
eliminating the Terminal Servers - XML Bridge is installed at the PSAP to manage the
XML to ASCII conversion

5Next Gen 911 Layer 1
- Next Gen 911 Layer 1 Re-homes the EM trunks and
converts from CAMA to IP. - The IP Selective Router is introduced to perform
the CAMA to IP conversion - CAMA Trunk are re-homed to the IP SR
- iQ Private Port is used to deliver the voice and
ALI to the PSAP - A PSAP Gateway Module is installed at the PSAP to
convert the IP to CAMA -

8So what now?
FEDERAL
LOCAL
STATE
- Responsible for managing statewide IP network and
the delivery of 9-1-1 calls to PSAPs - Strong State 9-1-1 Coordination
- Statewide 9-1-1 Management/Boards (for all
aspects of 9-1-1) - Management and Guidance
- Manage technical interface and requirements for
PSAPs to access state IP network - Coordinate all efforts and stakeholders within
state - Minimize need for PSAPs to understand all
technology advancements and individual service
provider capabilities - Knowledge broker for local government
- Primary responsibility should be to receive calls
and provide response to calls (assurance of
service delivery) - 9-1-1 service remains locally managed and
controlled - Responsible for much less technology and vendor
relationship management - Develop and Maintain Local Data
- Local PSAP authorities have best knowledge of
local Information and Infrastructure
- Develop guidelines, standardized system
interfaces and provide funding for a national IP
emergency services infrastructure (state
coordinated) - Including, but not limited to 9-1-1 (shared IP
infrastructure economies of scale created) - Guidelines should be provided for states to meet
(not specific solutions) - Funding requirements need to be tied to these
guidelines - Analogous to federal highway model
- An entity within federal government needs to
coordinate all federal activity (should
be/include National 9-1-1 ICO)

9No, I mean what now for Colorado?
- Get your priorities straight
- In practical terms what does NG9-1-1 mean to you?
- More bandwidth
- Better routing solutions
- Greater interoperability
- Fewer points of connection
- Decide where you want to start
- EM
- ES
- SR
- CPE
- EO/MSC
- Decide if you stand alone
- The current model (BESP) only works when everyone
participates - Decide how are you going to pay for it
- You will spend more, a lot more
