Title: ARBs Intent to Establish Evaporative Emission Standards for Pleasure Craft

1
ARBs Intent to Establish Evaporative Emission
Standards for Pleasure Craft
NMMA/ARB Meeting Feb. 7, 2006
2
Why is ARB Considering Evaporative Emission
Standards for Pleasure Craft?
  • California needs significant additional emission
reductions to attain ambient air quality
    standards.
  • There is a large population of pleasure craft
    within California (estimated at 850,000).
  • Evaporative emissions from pleasure craft are
estimated to be 22 tons per day (annual average).
  • Cost effective solutions may be available.

3
Potential Control Technologies to be Evaluated
  • Active and passively purged carbon canisters
  • Low permeation fuel hoses
  • Low permeation fuel tanks
  • Insulation

4
ARBs Baseline Evaporative Emissions Testing
  • ARB conducted baseline evaporative emissions
    testing on nine pleasure craft
  • Diurnal, hot soak, and some refueling data were
    generated
  • Running loss data is needed to complete the
    emissions inventory

5
ARBs Evaporative Emissions Testing (Continued)
Note Complete boats and PWC were tested in
SHEDs.
6
NMMAs Evaporative Emissions Testing
  • ARB is willing to consider industry generated
data to help determine potential standards
  • ARB is requesting that NMMA share its evaporative
    emissions data
