Federal Coastal Zone Management Act (1972)

• to preserve, protect, develop, and where
  possible, to restore or enhance the resources of
  the nation's coastal zone for this, and
  succeeding generations

  exercise its responsibilities in coastal
  management
• consideration of ecological, cultural, historic,
  and aesthetic values, in light of needs for
  economic development
