Lakewood, Colorado
  • 4th largest city in Colorado
  • Incorporated in 1969
  • Population just over 140,000
  • Council/Manager form of government
  • Council is a policy-making body leaving
    operational decisions like alternative fuels to
    the operational teams.

Council Values and Belief System
  • Be progressive and innovative while respecting
    the traditions of the community and honoring our
    neighborhoods values.
  • (Technology addressing energy security, air
    quality issues)
  • Be fiscally responsible.
  • (not always the cheapest available technology)

Lakewood and alternative fuels
  • 1970stwo electric pickups
  • 1990s6-8 natural gas pickups/vans.

    vehicles in fleet.

Electric pickups
  • Experimentalonly in fleet for a short time.
  • Had very short range.

Natural Gas
  • City operators fueled at a nearby natural gas
    station.
  • Some operators were satisfied with performance,
    others not so much.
  • Range was a new issue for operators.
  • Maintenance issues were a concern.
  • Sold our last CNG unit in 2006 after the fueling
    station was closed.

Biodiesel
  • Early 2003 began using various blends of
    petroleum/biodiesel in our single underground
    diesel storage tank.
  • We sell more diesel than we use to Jefferson
    County schools, West Metro Fire and a local
    utility company.
  • Used B20 for several years. Biodiesel became much
    more expensive over this past year. Currently we
    use B5 summer/winter. Volatile differential 2
    15 cents more per gallon after a blenders
    rebate.
  • Wide acceptance by operators. They dont see any
    difference in performance or fueling routine.
  • No maintenance issues in the 5 ½ years weve been
    using biodiesel.

Hybrids
  • Purchased 3 Toyota Prius in 2003.
  • Maintenance issues are infrequent.
  • Operator acceptance has been difficult.
  • Building inspectors thought it was a worthless
    car and we had road calls because of the
    perception that it wouldnt start.
  • In a culture of bigger is better its hard to
    talk operators into a smaller car.
  • Ford Escapes have been more easily accepted.

Flex Fuel E85
  • We have a dozen or so Flex Fuel vehicles in our
    fleet. Only because that was standard, not
    because we were intentional about the purchase.
  • 2009 Crown Victoria police sedans will all be
    Flex Fuel vehicles.
  • We have the ability to convert one 12,000
    underground tank to E85.
  • We continue to watch the industry. No decisions
    yet.

Working to create acceptance of alternative fuels
and vehicles
  • While many organizations have a sustainability
    coordinator or team, Lakewood has a new
    sustainability committee made up of employees,
    council members and the mayor.
  • Recycling, building energy efficiency,
    sustainability awards program.
  • Newtransportation issues. Alternative fuels,
    idle reduction and.

  • Association for the Study of Peak Oil (ASPO-USA)
    is
  • A nonpartisan, proactive effort to encourage
    prudent energy management, constructive community
    transformation, and cooperative initiatives
    during an era of depleting petroleum resources.
  • Lunch n Learn event attended by public, council
    members, city employees.

Forget the Silver Bullet. Go for the silver BBs.
There are a few viable alternatives for fleets.

Oil volatility and uncertainty is a given.
  • A fleet of vehicles is not so unlike our personal
    financial portfolios.
  • We have a choice to be in the oil market 100 or
    begin efforts to diversify wherever possible.
  • Change is risky.
  • Alternative fuels are widely supported by the
    public.
  • Be innovative AND fiscally responsible.
