3Objectives
- Facilitate the distribution campaigns by INGOs or
NGOs working in cyclone-NARGIS affected areas - Bring implementing partners (INGOs or NGOs) to
meet LBVD staff as national veterinary authority - Prevent or minimize the risk of spread of
contagious diseases from distribution campaigns
of live animals - Reduce loss or deaths of animals during
transportation or after distribution - Apply to the Myanmar laws and international
standards (OIE World Organization for Animal
Health, or FAO guidelines) - Develop the livestock extension and sustainability
4Adverse effects..
- Occurrence of contagious diseases after
distribution - Outbreaks cause serious impact on livelihood
recovery activities and public health (i.e. avian
influenza) - Animal deaths because of poor management during
transportation or after distribution - Lack of animal feed, shelter and animal health
service - Animal welfare

Inform LBVD at least 3 weeks before distribution
with plan and location

7Email from NGO colleagues..?
It says that an organization should inform LBVD
at least 3 weeks before distribution with plan
and location. Inspection, health certification
and vaccination will be carried out in a
quarantine place at township level (at least 14
days).
8Question (1)..?
Does this mean that we are supposed to inform
LBVD of our plan 3 weeks before starting
distribution AND to obtain any permission to
purchase / transport animals, then we are allowed
to buy them from collecting centers or farms? If
so, how long does it take to obtain this
permission from LBVD?
9Answer (1)..
- We should inform LBVD at least 3 weeks before
distribution because they need 1 week for
preparation and coordination with LBVD Township
level and 2 weeks for quarantine and inspection. - It is not such a permission to buy animals. You
can buy from any farms or collecting centers as
your own preference. You are suggested to buy
from farms or areas that sero-surveillance has
been conducted before (disease free). - Take 1-2 weeks for preparation and coordination.
10Question..(2)?
- Once we purchase animals from a recommended farm
and transfer them to the township where we
distribute them, - Are we supposed to leave animals in the
quarantine place for inspection/health
certification/vaccination? - Does it take at least 14 days that is, animals
spend two weeks there? - And does this have to be done right before
distribution?

- Veterinary inspection, health certification,
animal identification (ear tagging) and
vaccinationwill be carried out at a place of
origin or destination. - Quarantine (14 days) can be done at a place of
origin or destination. Incubation period of 1-7
days - Inspection/health certification/vaccination must
be done as required by law and international
guidelines
12Question..(3)?
If we buy animals from collecting centers with
any source with certificate of disease free areas
and transport them immediately for distribution,
can we omit this process?
13Answer (3)..
- Quarantine (14 days) can be done at that farm
before transport of animals to beneficiaries. It
can be arranged under consideration of LBVD
veterinarians. - Inspection/health certification/vaccination can
be done at a place of origin. - Animal health monitoring after distribution will
be carried out at a final destination
14Recommendations for distribution
- Coordinate with LBVD and FAO technical experts
before the distribution of livestock and poultry - Follow the guidelines for distribution of
livestock and poultry - Buy or collect livestock or poultry from farms or
areas proven free of diseases (highly pathogenic
avian influenza, new castle disease,
foot-and-mouth disease, hog cholera) as certified
by LBVD - Report any suspected dead or sick animals to LBVD
- Distribute livestock or poultry to vulnerable or
most needed people

animals (buffaloes or cattle) during the cyclone - small scale farmers, with no more than 2 ha of
land for rice or crop plantation - small scale farmers who have the physical ability
and experience to cultivate land with draught
animals - Most needed farmers in the village
- Poorest families among affected families in the
village
