1991 Census
Any condition, which prevents a person from
living a normal social and working life.

2002 Census
A person who is limited in the kind of or amount
of activities that he or she can do, because of
on going difficulty(ies) due to a long-term
physical condition or health problem that has
lasted 6 months or more. This includes all those
difficulties that are expected to last more than
6 months.
