  • Procurer pays high development price in exchange
    for all RD benefits
  • High RD procurement cost
  • little incentive for procurers to share info with
    other procurers (market fragmentation)
  • No benefit (IPR) sharing
  • suppliers not allowed to exploit innovations to
    other customers
