POHC Strategic Work Plan
  • Commencing June 2005
  • Strategic Land Use study to develop a land use
    plan that identifies sufficient strategically
    located and properly designated land and
    infrastructure to meet the Ports future freight
    demand
  • Transport Access Corridor study to examine
    appropriate rail and road transport options for
    the Port and to ensure adequate connectivity of
    the Port to various transport hubs around the
    state
  • Projects will be run concurrently expected to run
    for 12 months
  • Recommendations will firstly be submitted to POHC
    Board, then Government through DOI.
  • Maunsell Pty Ltd is successful consultant

Issues (i)
  • Victorian Port Strategic Framework (DOI) clearly
    identifies Hastings as a supplementary container
    port (to the Port of Melbourne) but also general
    cargo port. (NB Existing activity to continue but
    potential for bulk cargo and break-bulk (cars)
    before long term container use)
  • Community engagement-The POHC is committed to
    active involvement of the community in the
    development of the port.
  • Access to Hastings-future infrastructure costs
  • Road, Rail links, corridors (planning schemes?),
    compulsory acquisition, easements, std gauge
    line, public transport links, Land ownership,
    state, private (POHC ownership?)
  • Sites for growth?
  • Port Design- elements for port activity, wharves,
    infrastructure
  • Environmental concerns MP WP Biosphere
    Reserve, Ramsar site- protecting what we have,
    legislative obligations.
