Advising the Minister2007/2008
  • The Minister requested the CHE to advise her on
    the following
  • Entry requirements to higher education stipulated
    in the National Senior Certificate.
  • Proposal to harmonise higher education programmes
    in Africa.
  • African Union proposal for higher education
    rankings.

  • The CHE also provided input on
  • The National Qualifications Framework
  • The Higher Education Amendment Bill
  • The Task Team Report on Institutional Autonomy
    and Academic Freedom was completed.

Monitoring and Evaluation
  • The ME Directorate continued with the production
    of institutional profiles. Profiles produced
    TUT, DUT, UWC and UP.
  • These profiles are analytical reports of the
    changes in the inputs and outputs of institutions
    in the core functions of teaching and learning
    and research for a ten-year period.
  • The reports are based on SAPSE and HEMIS data as
    well as on an analysis of journal articles
    published in accredited scientific journals
    locally and internationally.

Monitoring and Evaluation
  • Research on the relationship between student
    success and institutional culture (three case
    studies). Publication will be ready at the end of
    the year.
  • Statistical study of postgraduate education.
    Short booklet publication ready in October. Long
    report will be published at the end of the year.
  • A Case for the Improving Teaching and Learning in
    South African Higher Education, (Number 6,
    October 2007), report on a study on HE
    throughputs.

  • Programme Accreditation
  • During this period the HEQC continued assessing
    new programmes submitted by public and private
    providers of HE. Processed over 200 programmes in
    routine accreditation.
  • It introduced new efficiencies on its online
    system and started preparations for the
    implementation of the HEQF.

  • National Reviews
  • Conclusion of the review of academic and
    professional programmes on education.
  • Monitoring of all programmes conditionally
    accredited analysis and approval of improvement
    plans.
  • First draft of the report on the state of
    academic and professional programmes on education
    ready. Final report expected in November

  • Audits conducted TUT, UP, DUT, UWC and IIE.
  • Notification visits Fort Hare, Unisa, NMMU,
    UKZN, UNW, UJ, Zululand.

    at system level is underway.

  • Supporting the development of internal quality
    systems at HEIs (South Africa Finland
    Collaboration). Completed

Coordination and Stakeholder Affairs
  • Coordination of quality assurance in higher
    education in collaboration with professional
    councils and other ETQAs. Work on developing new
    MoUs with professional councils.
  • Development of the framework for the delegated
    functions.
  • The Higher Education Quality Committee
    Information System (HEQCIS). HEQC work on the
    NLRD for private providers
  • Continue interactions with a range of local
    stakeholder
  • Active interactions with similar organisations in
    other countries and particularly with
    universities and agencies in the rest of Africa.
