Federal Robert C. Byrd Honors Scholarship (Byrd)
Program
  • Federally-funded
  • Merit scholarships of 1,500 per year
  • Recipients are chosen through a random lottery
    process held in May of each year
  • Scholarship is renewable up to three years if
    continued eligibility requirements are met

  • Student Eligibility Requirements
  • Be a high school graduate during the same
    academic year in which the scholarship is awarded
  • Be accepted for full-time enrollment at an
    eligible institution of higher education, in the
    United States, following high school graduation
  • Be a legal resident of Pennsylvania
  • Be a U.S. citizen or national, or be able to
    provide evidence of permanent residency
  • Rank in the top five percent of their graduating
    class, or hold a ranking of one, two or three in
    a class of 60 students or less
  • Grade Point Average of 3.50 or above on a 4.00
    (unweighted) scale
  • SAT score of 1,150 combined critical reading and
    math or ACT composite score of 25 or above or
    GED score of 3550 or above. For GED, student
    must also have required SAT or ACT scores. Test
    of English as a Foreign Language (TOEFL) is not
    accepted.
  • NOTE Homeschooled students who meet the above
    requirements are also eligible.

  • The application deadline for 2009-10 has changed
    from May 1 to April 1.

    disbursement roster.
  • There will be an On-Line Application in 2010-11.

Pennsylvania Chafee Education and Training Grant
(ETG)
  • ETG is federally funded, offering grant
    assistance to Pennsylvania undergraduate students
    aging out of foster care.
  • PHEAA administers ETG on behalf of the
    Pennsylvania Department of Public Welfare
    (PADPW).
  • Maximum awards under this program are 5,000 per
    academic year. However, no award may exceed the
    student's cost of attendance minus other
    financial aid the student is receiving. Awards
    are contingent upon federal funding and are not
    guaranteed.

  • Eligible students must be
  • eligible for services under the Commonwealths
    Chafee Foster Care Independence Program
    applicants must apply annually through PHEAA
  • identified as a youth in foster care or a youth
    adopted from foster care after attaining age 16
  • participating in the ETG Program on their 21st
    birthday students are not eligible to
    participate once they reach the age of 23
  • enrolled at least half time in a college or
    career school that is approved by the USDE for
    Title IV student assistance programs
  • maintaining satisfactory academic progress and
    demonstrate financial need as defined by the
    postsecondary institution.

  • Disbursement rosters are now available on
    PageCenter and will no longer be mailed.
  • Disbursement rosters now reflect the schools
    actual academic calendar.
  • School certification process has changed in that
    schools are now required to

  • provide information on enrollment status, program
    of study, academic progress and the Expected
    Family Contribution.
  • School certification will be available through

Educational Assistance Program (EAP)
  • EAP is jointly administered by PHEAA and the
    Department of Military and Veterans Affairs
    (DMVA) and provides tuition assistance for
    guardsmen and guardswomen who commit to six years
    of service with the Pennsylvania National Guard.
  • 2008-09 award values are derived from tuition
    charged at state-owned institutions and are based
    on enrollment status. A detailed award reference
    grid is available on pages three and four of the
    EAP 2008-09 Certification Procedures located on
    the Document Library.

EAP
  • 2008-09 award letters were mailed out late this
    year.
  • Follow-up Academic Year 2007-08 reconciliation
    rosters were forwarded to the DMVA the week of
    10/6/08.
  • The number of applications/recipients have
    greatly declined in 2008-09. The DMVA indicated
    that this is due to the large number of PA Guard
    members that have been deployed. It is
    anticipated that an additional 1,200 guardsmen
    will be activated in January 2009.
  • Beginning in 2008-09, DMVA will access
    disbursement rosters via PageCenter they still
    mail applications.

GAINING EARLY AWARENESS AND READINESS FOR
UNDERGRADUATE PROGRAMS (GEAR UP)
  • GEAR UP is a new scholarship program that
    provided awards to students this Fall (2008).
  • The college-readiness portion of the GEAR UP
    Program has been administered by the Pennsylvania
    State System of Higher Education (PASSHE) PHEAA
    is responsible for administering the scholarship
    component of the Program.

Institutional Assistance Grants (IAG)
  • IAG is intended to assist independent
    postsecondary institutions in maintaining
    enrollments and stabilizing their educational
    costs. In addition, the program serves to
    provide students with access to all Pennsylvania
    institutions regardless of sector.
  • This program provides formula grants to eligible
    institutions a per capita is calculated by
    dividing the total number of State Grant
    recipients attending IAG eligible institutions
    into the state appropriation.
  • There are currently 85 IAG eligible institutions.

  • The final per capita for 2007-08 was 1,076 per
    full-time-equivalent State Grant recipient.
  • The estimated per capita and related advance
    payment for 2008-09 were announced in September
    EFT was scheduled to occur on 10/02/08.
  • 2007-08 IAG Certification Listings, which were
    previously mailed to participating schools in
    April, were only available on PageCenter.
  • 2007-08 audit reports are due January 1, 2009.

  • There are four components
  • Federal Work Study (FWS) Community Service
  • Federal Work Study (FWS) On-Campus
  • Partnership for Access to Higher Education (PATH)
  • State Work Study Program (SWSP)

Matching Funds Community Service (CS)
  • CS is an employment program which provides
    allocations to Pennsylvania postsecondary
    institutions to assist them in meeting their
    federal community service match.
  • Eligible students are paid directly by their
    school. Schools submit to PHEAA the payroll
    information for their students and are reimbursed
    for a portion of the students earnings.

  • 2008-09 allocations were mailed on August 27,
    2008 in general, allocations decreased due to
    funding and an overall decrease in FWS
    allocations.
  • CS participating schools are required to submit
    all student applications and earnings via the
    online Matching Funds system.
  • CS disbursement rosters are only available on
    PageCenter.
  • An increase in the federal minimum wage to 7.25
    on July 24, 2009 will place additional demands on
    the Community Service Program the current PA
    minimum wage is 7.15.

  • MF09 This type-in is used to enter a students
    application and determine Community Service
    eligibility.
  • MFØD School/Employer Earnings Menu
  • This type-in allows earnings to be updated
    for a single student and is best utilized when
    entering a small number of students.
  • MF1F School/Employer Earnings Menu
  • Earnings can be entered for multiple
    students at the same time using the MF1F type-in.
  • The Matching Funds On-Line Manual is available on
    the Document Library.
  • NOTE
  • A copy of the students application and earnings
    reports do not have to be submitted to PHEAA.
    However, you should keep a copy of these
    documents for audit purposes.
  • It is recommended that earnings be submitted at
    the end of each payroll period or once per month
    to allow for a smoother reconciliation between
    the school and PHEAA. In 2009-10 monthly
    submission of earnings will be required.

Matching Funds Community Service (CS)
  • Community Service Deadlines
  • There is no deadline for CS student applications
    since each participating school receives an
    allocation for the year. However, the application
    must be entered prior to submitting earnings.
  • CS earnings must be submitted by
  • June 1, 2009 Summer term 2008
  • September 5, 2009 Academic year 2008-09

Matching Funds FWS On-Campus
  • The Federal Work-Study On-Campus Program
    provides funds to Pennsylvania postsecondary
    institutions to assist them in meeting the
    federally required match.

Matching Funds FWS On-Campus
  • FWS On-Campus 2008-09 allocations were mailed
    August 27, 2008 and one-half of the allocation
    was disbursed to schools on September 15, 2008
    in general, allocations decreased due to funding
    and an overall decrease in FWS allocations.
  • The Student Participation Report (SPR), which
    requests statistics related to 2007-08 work-study
    participants was sent with the August allocation
    letter the SPR is due back December 15, 2008.
    The other half of the FWS-On disbursement is
    scheduled for December 17, 2008 this
    disbursement will be held for those schools that
    have not returned their SPR.

Matching Funds State Work Study Program (SWSP)
  • SWSP is an employment program created to provide
    students with an opportunity to gain
    career-related work experience and, at the same
    time, earn funds to assist them in meeting
    postsecondary educational costs. Students can
    earn up to 3600 during the school year and also
    earn an additional 3600 during the summer. The
    students are paid directly by their employer.
    Employers submit payroll information to PHEAA and
    are reimbursed for a portion of the students
    earnings. Both profit and non-profit employers
    are eligible to participate.
  • An increase in the federal minimum wage to 7.25
    on July 24, 2009 will place additional demands on
    SWSP the current PA minimum wage is 7.15.

  • SWSP disbursement rosters are only available on
    PageCenter. For schools that have multiple
    departments participating in SWSP, all rosters go
    to the financial aid mailbox on PageCenter it is
    the responsibility of the financial aid office to
    disseminate the rosters to the appropriate
    department contacts at their institution.
  • SWSP participating schools are required to submit
    all student applications and earnings via the
    online Matching Funds system.

    students application.

    2007-08 in January 2009.
  • An increase in the federal minimum wage from
    7.15 to 7.25 on July 24, 2009.

  • Changes to SWSP for 2009-10
  • Update and revise the current list of academic
    major and job codes so that students are
    accurately categorized for eligibility.
  • Undergraduate students must have a PA State
    Grant.
  • No professional judgment decision to establish
    eligibility.
  • Provide allocations to employers who have had an
    average disbursement over 25,000 over the past
    four years.
  • Participation application deadlines will be
    created for both new and continuing employers.
  • Earnings must be reported on a monthly basis.
  • Spring term only deadline extended to January 31
    beginning in 2010.

New Economy Technology Scholarship (NETS)
  • The NETS Program provides scholarships for
    Pennsylvania students who are pursuing higher
    education and training in science and technology
    fields. In return for scholarship funds,
    applicants must sign a Master Promissory Note
    agreeing to comply with program requirements and
    to work in Pennsylvania following graduation or
    they would be required to repay the funds
    received.
  • The Pennsylvania Department of Education (PDE)
    and the Pennsylvania Workforce Investment Board
    (PWIB) partner with PHEAA in determining eligible
    NETS programs of study, establishing internship
    guidelines and resolving special considerations
    related to the NETS work obligation.

    Grants (through the FAFSA)

    related to a NETS approved program of study
    within one year after completion of studies, and
    continue employment one year for each year that
    the Scholarship was awarded

  • Provides up to 3,000 per year for three years in
    a four-year degree program or four years in a
    five-year degree program

  • NETS PageCenter Documents
  • Status Listing - Displays eligibility status of
    NETS applicants and is updated weekly. The name
    of the report is NETS Status Listing and the
    Pageset is SNJG31Ø.yourschoolname.
  • Disbursement Roster - Lists all students with an
    award and must be certified and returned to
    PHEAA. The name is NETS Disbursement Roster and
    the Pageset is SNJFJ2Ø.yourschoolname.
  • NETS Grad Date Report - Requests that schools
    provide updated information related to a
    students Actual or Expected Graduation Date.
    This report will be run at least twice a year.
    The Pageset is LWT13LWT13R2.yourschool name.
  • Summer Nominee Listings Provides a list of all
    students who received NETS funds the previous
    academic year schools can use this list to
    nominate students for a Summer NETS award. The
    Pageset is SNJFS10.yourschoolname.

  • Changes
  • PDE and PWIB recently determined that Physician
    Assistant and Pharmacy programs at the bachelors
    degree level are eligible programs for the
    2008-09 academic year. In addition, ten new
    Allied Health majors have been added for SciTech
    students for 2008-09.
  • PDE has added one additional Allied Health
    related program for Technology students for
    2008-09.
  • Retention period for documentation of student
    eligibility certification and crediting has been
    extended from three to six years beginning with
    the 2008-09 academic year.
  • All new programs at business, trade and technical
    schools must now be submitted to PDE for NETS
    content approval.
  • An institution must be approved by PHEAA in order
    to participate in the NETS Program. Beginning
    with the 2008-09 academic year, the following
    application deadline dates have been established
    1) Summer term eligibility no later than May
    1st, and 2) Academic Year eligibility August
    1st.
  • A deadline date of August 15th has been
    established for summer nominations.
  • All 2010-11 NETS applications will be required to
    be submitted on-line (hopefully).

  • Clarifications
  • A list of new programs and new program areas for
    both 2008-09 and 2009-10 will be placed on the
    PHEAA website in the near future.
  • PDE has provided a document outlining substantive
    NETS program changes this is available on the
    Document Library.
  • Requests
  • PHEAA will be requesting a list of approved NETS
    programs from business, trade and technical
    schools.
  • It is extremely important that graduation dates
    and internship completions be reported.
  • There are many students with incomplete NETS
    records (generally due to incomplete State Grant
    records) these students are identified on the
    Status Listing located on PageCenter.
  • It is especially important that Technology
    applicants are counseled regarding the repayment
    component of the scholarship.

Partnership for Access to Higher Education (PATH)
  • Offers eligible non-profit, community based
    organizations and foundations the potential to
    have their private scholarships matched by PHEAA
    on a dollar-for-dollar basis.
  • Provides matching need-based educational grants
    to Pennsylvania students recommended by
    participating organizations.
  • Participating organization information is
    available at www.pheaa.org

PATH
  • Student Eligibility Requirements
  • Be nominated by a participating PATH organization
    and receive a scholarship from that organization
    for the academic year or period for which PATH
    funds are being requested.
  • Be a State Grant recipient for the academic year
    or period for which PATH funds are being
    requested.
  • Demonstrate financial need as determined by the
    postsecondary institution.
  • Be enrolled at least half-time (at least six
    credits but less than nine) in a PA State Grant
    approved postsecondary institution.
  • Maintain satisfactory academic progress as
    determined by the postsecondary institution.

  • Application Process
  • Submit the Free Application for Federal Student
    Aid (FAFSA) for the academic year or period for
    which PATH funds are being requested.
  • Contact the appropriate PHEAA PATH organization
    or foundation. The list of organizations/foundati
    ons is located on the PHEAA website
    (www.pheaa.org).

Technology Work Experience Internship Program
  • This state-funded program provides a 50 match
    for wages earned at emerging technology
    companies in Pennsylvania for students enrolled
    in a NETS eligible program of study at a NETS
    eligible school.
  • Interested employers complete an Employer
    Interest Form located at www.pheaa.org and
    submit to PHEAA for approval.
  • A list of participating employers are provided to
    those institutions that have received an
    allocation.
  • Postsecondary institutions submit student
    placement forms and earnings to PHEAA in order to
    receive reimbursement.
  • Disbursements are made to the school on the 15th
    of every other month, based on student earnings
    that have been posted to date. Schools are
    required to reimburse employers.

  • This Program was opened up to graduate students
    in 2006.
  • There is approximately 17,000 available.

Workforce Advancement Grant for Education (WAGE)
  • Funding no longer available for 2008-09.
  • The 2007-08 WAGE annual report was due 45 days
    from the end of the academic year.
  • If Summer 2008 WAGE funds were awarded, another
    recipient report will be due 45 days after the
    conclusion of the Summer term or October 31,
    2008, whichever is sooner.
  • Reconciliation of all funds, including refunds,
    and submission of all reports must occur by
    October 31, 2008.
