Research questions

• 1 Are there differences between ethnic groups
  with regard to participation rates in labour
  market programmes?
• 2 What are the effects of participation in
  labour market programmes, measured by transition
  to regular employment?
• Data 74 772 Norwegians and 15239 immigrants who
  were unemployed or in labour market programmes in
  March 2003, labour market status updated monthly
  until June 2005.

Conclusions

• Non-western immigrants, and especially women,
  over-represented on some labour market
  programmes.
• Effects of programmes moderate but mainly
  positive. Wage supplements most effective.
• High education from Norway a disadvantage for
  non-western immigrants, but increases effect of
  labour market programmes.
• Why does ethnicity count?
