  • Existing 25 yard pool and deck (hazardous
    materials in pool will be removed under separate
    contract)

    delivered to E Surplus warehouse, Building 50J.
  • To be demolished by others
  • Pump station and storage shed to be removed
    under separate contract prior to start of work
  • Pool plaster and tiles will be removed by others

Proposal Requirements
  • Article 2 Section 2.3
  • Due Date May 15, 2008 Before 300p.m.
  • All proposals must be delivered to

  • California Polytechnic State University
  • San Luis Obispo, CA 93407
  • Proposals will be received at no other place
  • Late proposals will not be considered

Proposal Requirements
  • Part 1
  • Submit 6 COMPLETE sets of the Technical Proposal
    per ARTICLE 2 Section 2.2.1, Section 2.2.2 B and
    Section 2.2.4
  • ONLY the University issued ID number shall be
    used to identify the Design Build team for Part 1
  • Part 2
  • Submit 1 Cost Proposal per ARTICLE2 Section
    2.2.1, Section 2.2.2 A and Section 2.2.3
  • No part of the Cost Proposal should be included
    in the Technical Proposal
  • Use University provided forms
  • University ID number only on outside of envelope

Proposal Requirements
  • Per ARTICLE 2, Section 2.2.5
  • On due date University Facilitator shall confirm
    receipt of proposals by ID number
  • Within two working days University Facilitator
    shall indicate by ID number that proposals are or
    are not responsive
  • On May 23, 2008 at 300p.m. the University
    Facilitator will open the cost proposals and
    technical score for each proposer and announce
    the apparent successful proposal

RFP Evaluation Process
  • RFP Compliance Check
  • For minimum requirements
  • RFPs will be rejected which
  • Do not meet minimum requirements for content
    quality
  • Take unacceptable exceptions to the model
    contract

  • RFQ analysis by a six person panel
  • 5 from the University
  • 1 from the Owners Design Consultant
  • Jury decisions are final

CSU Design/Build Process
Total Project Cost 2,400,000.00 Proposals
submitted in excess of total project cost will be
rejected

  • Cash awards will be based on the
  • evaluation committees findings
  • First Place - Award of Contract or 20,000 if
    no contract is awarded
  • Second Place- 15,000.00
  • Third Place - 10,000.00

  • No awards for
  • Significantly incomplete proposals
  • Non-responsive proposals
  • Proposals which exceed the budget
  • If project is canceled first place to receive
    20,000.00

  • Confidentiality of Proposals
  • It is extremely important that reviewers do not
    know which team submitted a particular proposal
  • The confidentiality of the proposals MUST be
    maintained
  • The University provided identification number
    shall be the only identification on any part of
    the technical package.

  • When requesting please use company letterhead and
    have the main contact person sign the request.

  • Quality Points
  • Developed for the project by the University
    (ARTICLE 2, Section 2.3.3 Technical Evaluation
    Criteria)
  • Assigned to proposals by each evaluation
    committee member
  • Project enhancements IN ADDITION to the base
    project scope can add to overall quality points
    (therapy pool addition, pool deck equipment,
    solar water heating, accelerated schedule).

  • The establishment of the apparent finalist will
    be based on the following
  • equation
  • Cost Proposal Cost/Quality
  • Quality Point Value
  • The lowest cost per unit of quality is determined
    and the apparent finalist
  • announced.
  • Example Proposal 1 - 2,100,000
    10,500.00 cost/quality
  • 200 quality points
  • Proposal 2 - 2,300,000 9,019.61
    cost/quality
  • 255 quality points
  • Proposal 3 - 2,000,000 13,333.33
    cost/quality
  • 150 quality points
  • In the above example Proposal 2 is determined to
    be the apparent finalist.
