What Are SPRs?
  • The Special Program Requirements (SPR) process
was designed and intended to be used as a
mechanism to provide Sources of Supply (SOS),
with a "forecast of future non-repetitive
requirements which cannot be based on demand
data, exclusive of subsistence, war reserve and
    provisioning or demand-based requirements."
    (DoD 4140.1-R, 3-6)
