Overall Objective
  • To improve the quality of life of the poorest
    and most disadvantaged members of tribal society
    in Northern Andhra Pradesh through community
    empowerment.

Project Purpose
  • To significantly and sustainably improve health,
    education, household income and food security of
    235,000 households in 4 districts of AP by
    strengthening CBOs with the capacity to plan and
    manage their community development activities.

Key Result Area 1
  • 50 of CBOs are strengthened and manage
    developmental activities working in collaboration
    with village level local institution the
    Panchayat.

Key Activities- for KRA 1
  • Identify and Profile all CBOs/SHGs
  • Develop CBO/SHG assessment tool
  • Assess functional capacity of all CBOs/SHGs
  • Conduct AOL training sessions for CBOs/SHGs and
    animators
  • Build group capacities to effectively define and
    mange responsibilities
  • Prepare community action plans and obtain
    approval from the local PRI the village
    institution
  • Develop and institutionalize self-monitoring
    mechanisms within the village, through PRIs
  • Promotion of grain banks

  • Quality of services of NGOs ITDA (Integrated
    Tribal Development Authority) personnel improved
    in the areas of health, education, household
    income, and food security

  • Develop process and agreement with ITDA on
    strengthening capacity of frontline workers
  • In partnership with ITDA undertake assessment of
    frontline capacity and develop relevant modules
  • Implement training programmes for ITDA frontline
    workers
  • Development of NGO capacity, assessment process /
    tools
  • Jointly assess and agree on capacity building
    needs of partner NGO staff
  • Implement capacity building activities with
    partner NGOs (management, technical,
    communication)
  • Work with NGO partners to develop in-built
    monitoring and learning mechanisms for feedback
    and improvement

  • Micro projects successfully implemented to
    address income, health, food security, road
    access, water and sanitation and educational
    infrastructure needs of tribals.

  • Support and facilitate communities to translate
    community action plans / village development
    plans into prioritized initiatives
  • Support communities in developing project
    proposals
  • Obtain approval of project and funds from the
    PRI/ITDA/ STEP
  • Micro-projects successfully implemented with
    appropriate support
  • Establish community based monitoring and
    assessment of project implementation
  • Institutionalize a framework for documentation of
    investments on micro-projects

  • List all possible micro-projects identified by
    the CBOs/CAGs and prioritize them on the basis of
    pre-determined criteria in association with the
    PRIs and the ITDA
  • Analyze the feasibility of the projects, prepare
    the budget estimates and submit for approval to
    the PRI
  • Obtain approval of project and funds from the
    PRI/ITDA
  • Establish linkages with resource agencies and
    institutions for technical support
  • Establish a mechanism for the successful
    implementation of the project and for its overall
    management under the guidance and supervision of
    the PRI
  • Ensure monitoring and assessment of project
    implementation and the accomplishment of its
    goals and objectives
  • Develop and implement documentation of
    contribution (cash/in-kind) of the community,
    NGO, ITDA and CARE

  • SHGs strengthened and linked to formal lending
    sources

  • Assess and grade existing SHGs
  • Ensure SHGs cover minimum of 50 of HHs in the
    operational area
  • Train SHG members in Group management, Credit
    management, Business Development Services and
    legal rights, etc.
  • Hold sensitization programs for bankers and other
    financial support institutions
  • Link groups with existing lending institutions

  • Linkages between PRIs, NGOs and ITDAs
    strengthened for sustained coordinated and
    effective implementation of developmental
    activities, and for advocating tribal livelihood
    rights issues, specifically, with regard to
    shifting cultivation and NTFP

  • Establish and formalize the coordination
    mechanism among PRIs, NGOs and ITDA to ensure
    review of developmental initiatives
  • Organize meetings among all stakeholders for
    better understanding of tribal issues and tribal
    livelihood rights
  • Share information on various developmental
    programs among the project participants
  • Initiate a longitudinal study to identify the
    livelihood issues of tribal and develop a plan to
    address these
  • Advocate with the Government and at other
    appropriate fora for a policy review of NTFP and
    shifting cultivation as currently practiced
  • Conduct an institutional assessment (PRIs, ITDA)
    to identify bottlenecks for better coordination

Output Achieved
  • Network of peoples organizations (CBOs) work
    collaboratively with PRI to improve income, food
    security, nutrition, health and education CBOs
    refer to SHG, VSS, VEC and CAG
  • 75 Households demonstrate increased income /
    food security / improved health / nutrition /
    education levels
  • All villages have at least one active CBO
  • 80 CBOs involve women as substantial and active
    participants in their management as well as in
    their activities
  • 80 of NGOs demonstrate good performance and
    outreach
  • NGO and ITDA front-line workers trained in
    education, health, nutrition, micro-finance and
    livelihood security
  • At least 1 micro project completed successfully
    in each of the habitations
