• Feasibility Phase 50/50 cost shared (4-5 years)
• Identify non-federal sponsor(s) and sign FCSA
• Initiate feasibility study (identify problems and
  opportunities)
• Approval of reports granted by Assistant
  Secretary of the Army and project authorized by
  Congress
• Funding appropriated/allocated (per fiscal year)
• Pre-construction engineering and design (2-3
  years)
• Finally, construction (3-4 years depending on
  alternatives chosen)
