Every Child Matters
  • Every Child Matters agenda identifies the 10
    year childcare strategy (Choice for Parents
    the best start for children)
  • Childcare Bill is the first legislation to go
    through Parliament and raises the status of young
    children and families.
  • Main agenda is to transform the range of
    childcare, early years and extended schools
    services available to parents.
  • Royal assent expected in July 06

Main Points
  • From April 06 every 3 and 4 year old has a free
    entitlement of 12.5 hours per week for 38 weeks
    per year.
  • Free provision will be extended to 15 hours per
    week by 2010.
  • From Sept 06, extended schools will provide
    morning and evening access to childcare.
  • There will be a range of extended activities for
    children and families.

Early Years Foundation Stage
  • The vision is to establish a coherent single
    phase of development for all young children.
  • To improve the life chances for all children
  • To deliver improved outcomes across every area of
    learning.
  • To provide early access to high quality
    integrated care and education
  • To close the achievement gap between
    disadvantaged children and others.

EYFS -legal status
  • It will have the same legal status as the
    Foundation Stage and be compulsory for all early
    years providers.
  • It will provide a single quality framework for
    all.
  • It will combine Birth to Three Matters,
    Foundation Stage guidance and the 14 day care
    standards
  • It will cover the development and learning
    experiences for children from birth to the end of
    YR.
  • It will continue to include Early Learning Goals
    and their assessment through the Profile.

The Content
  • The starting point will be the five outcomes from
    Every Child Matters
  • EYFS is underpinned by key principles and/or
    standards
  • It is built on the key findings from research
    (EPPE, SPEEL) and recent reports (Rose Review
    The Teaching of Early Reading)
  • It will retain a clear focus on Communication,
    Language and literacy (CLL), Personal and social
    development (PSED) and Mathematical development
    (MD) especially problem solving, reasoning and
    numeracy.
  • There are clear links to other relevant
    frameworks, (Literacy, Mathematics)
  • It will be compatible with the SEN framework,
    including regard for duties under the Disability
    Discrimination Act (DDA 1995 and 2005)

Ofsted Inspection
  • EYFS will form the basis of the new inspection
    framework
  • Current inspection is already looking at the
    Five Outcomes
  • Integrated inspections for care and education on
    school sites will be included
  • School self-evaluation of the EYFS will be
    important, including the analysis of key data.

Assessment using The Profile
  • Observational practice will continue throughout
    the EYFS (no tests or group assessment)
  • 80 observations should take place within the
    continuous curriculum.
  • Good practice builds on a clear evidence base for
    each child, supplemented by discussions with
    parents and information passed on from other
    settings.
  • Dialogue with the child should also contribute.
  • Well planned play will continue to be central
    through indoor and outdoor experiences.
  • Practitioners should plan for individual
    childrens development and next steps in learning.
