What is the RDSTF
  • Established as a direct result of the attacks of
    September 11th and the October anthrax attacks in
    Boca Raton
  • Tampa Bay is known as RDSTF IV, made up of 8
    counties.
  • Multi-disciplinary group made of public and
    private sector partners.

Objectives
  • Objective 1 Test activation protocols
  • Objective 2 Evaluate the Incident Management
    Structure (ICS) within responding agencies
  • Objective 3 Demonstrate the ability to
    establish and maintain multi-disciplinary/
    jurisdictional communications network
  • Objective 4 Test adherence to pre-established
    evidence management guidelines
  • Objective 5 Test the capability and adequacy of
    agency plans for responding to a chemical hazard.

Scenario
  • Intel reports indicate that significant threat of
    terrorist activity. Law Enforcement and Fire
    placed on heightened alert.
  • Suicide Bomber hijacks a PSTA bus heading to
    Tyrone Mall in St. Petersburg.
  • At 1210 p.m. bus slams into Tyrone Mall
    exploding a bomb.
  • Aftermath
  • 48 dead
  • 125 critically injured
  • 220 wounded

Strengths
  • Existing working relationships among the
    responding agencies was evident.
  • Specialty teams demonstrated the ability to
    activate, mobilize, and operate successfully in
    response to the incident.
  • Emergency management staff in Hillsborough and
    Pinellas County successfully demonstrated the
    ability to activate and operate their respective
    EOCs.
  • First time a connection between FBI and local
    asset was established providing both a secured
    and open channels.

Conclusions
  • Overall, the exercise was very successful.
  • Subsequent Emergency Operations Plan (EOP)
    updates and future exercises should include a
    focus on the aforementioned areas for improvement
    as well as the continued implementation of NIMS.
  • Cycle of Planning, Training, Exercising, and
    making improvements is key to continued success
    in an emergency response to a large-scale incident
