The idea behind the creation of the initiative
"European Capital of Culture" was to help bring
European citizens closer together. Launched in
June 1985 by the Council of Ministers of the
European Union on the initiative of Melina
Mercouri, the Greek Minister of Culture at that
time, the first city chosen was Athens. Since
then, more than 30 cities have been designated
European Capitals of Culture, from Stockholm to
Genoa, Madrid to Glasgow, and Cracow to Porto.
Over the years, this event has evolved without
losing sight of its primary objective to
highlight the richness and diversity of European
cultures and the features they share, promote
greater mutual acquaintance between European
citizens, and strengthen a feeling of European
citizenship. The cultural programme planned by an
aspiring European Capital of Culture should meet
criteria that fall into the categories the
European dimension and city and citizens. The
European Dimension should foster co-operation
between all those working in the cultural field
from all relevant Member States and beyond. It
should highlight Europes cultural diversity and
give prominence to common aspects. The city and
citizens aspect of the programme should
encourage the participation of those living in
the city and its surrounding area, as well as
citizens from abroad. Furthermore, the programme
should be sustainable and contribute to the
long-term cultural life and social development of
the city. Each year, one or two cities are
selected as cultural capitals of Europe, thereby
qualifying for financial support under the
Culture programme. This money funds exhibitions
and events highlighting the cultural heritage of
the city and its region, plus a wide range of
performances, concerts and other shows, which
bring together players and artists from across
the EU. Experience shows the programme has had a
long-term impact on the development of culture
and tourism in the cities chosen.

Capitals of Culture
The city of 4 elements Turkey's participation
in the European Capital of Culture Programme
Turkey submitted the nomination of Istanbul for
the title of European Capital of Culture in 2005
which was awarded to Istanbul in 2006. In the
framework of Istanbul 2010 a serious of projects
supporting cultural heritage, cultural and
artistic infrastructure, urban transformation,
and multiculturalism have already been carried
out while the main activities are planned for
2010. As a European Capital of Culture,
Istanbul, a city of the four elements will
function as a bridge, connecting Europe to the
East. The programme of the year 2010 is built
around the four elements of the universe, which
have a special meaning to Istanbul Earth
refers to tradition and transformation Air -
heaven sent will bring local and foreign
musicians together. Water - the city and the
sea will focus on a multitude of activities on
the Bosphorus and Fire - forging the future
will focus on modern arts and events for large
parts of its population. The Istanbul 2010
European Capital of Culture project is an
important event which will enable European
cultural networks to expand in such a way that
they also include their Turkish colleagues in the
arts, culture and academia. These networks would
not only help bring societies closer but would
also reveal the resources and opportunities
available in Turkey. Additionally the activities
will benefit parts of the local population which
would normally not be the primary target groups
for cultural events. The initiative can
furthermore make a positive contribution to the
development of the city in several other aspects
such as management of cultural heritage, urban
and social development, the creation of new
employment opportunities or the support of young
local artists.
Funding Opportunities
The European Union co-funds the event in form of
a financial contribution to the European Capitals
of Culture through its framework programme for
culture (Culture Programme). As of 2010 the so
called "prize in honour of Melina Mercouri" will
be given to the chosen cities instead of a
subsidy, which has been provided in the previous
years. The prize will be provided no later then
three months before the event and will amount to
1.5 million Euro. The financial allocation
associated with the prize will be paid to the
structure responsible for running the programme.
It will have to be used to finance projects which
are part of the year's programme or which follow
on from it. So far a broad range of meetings,
workshops and presentations have been held and
the preparatory phase for the event is in
progress. In January this year the Istanbul 2010
ECOC Agency's Executive Board has been set
up. The project application process is still
ongoing. Applications can be submitted throughout
the Istanbul 2010 process without any deadline
dates to the European Capital of Culture Main
Office in Istanbul1. Applicants are required to
provide a detailed project development and
execution schedule until 2010, including the year
2010 for each project. All projects submitted
will firstly be evaluated according to their
compliance with technical terms and then
according to the project evaluation criteria2.
The evaluation is carried out by a
multi-disciplinary Artistic Committee. During the
evaluation process members of the committee may
meet with project managers and give advice on
their proposals. A minimum contribution of 30
has to be made by the project beneficiary unless
the Executive Board decides differently in
exceptional cases. It is also possible for
cultural operators participating in the event to
have their projects subsidised under the
Community "Culture" programme, provided that they
meet the requirements for this, particularly in
terms of European partnership. The synergies
between the Culture programme and the European
Capital of Culture event are highly appreciated
the Capital of Culture Year is an ideal time for
building projects around European partnerships
which are relevant to the Culture programme.
