Title: JOINT PROGRAMMING INITIATIVE Enhancing the Utility of Climate Knowledge for Decision Making in Europ
1JOINT PROGRAMMING INITIATIVE Enhancing the
Utility of Climate Knowledge for Decision Making
in Europe (EU-CliDec)
GPC, December 4, 2009, Brussels Dr. Henk van
Liempt / Gregor Laumann
2Our Starting Point
- Climate Change is a central issue for Europe
and for BMBF - One of five pillars of the German
Hightech-Strategy - Coalition Treaty of October 26, 2009 (Lisbon
Strategy, European Research Area, stronger
engagement)
3- Schavan Everyone researchers, scientists,
business people and policy-makers must make a
combined effort to enable the European Research
Area, which is the only one of its kind in the
world, to become reality. Only the commitment of
all stakeholders can bring the ERA to life and
lead it to success. - 1 December 2009
4The Challenges
- Mainstreaming climate knowledge in
decision-making - Coping with uncertainties
- Improving climate understanding (including
understanding of uncertainties)
5Tasks Ahead
- Improve climate prediction, esp. decadal
processes(ocean status, clouds, regional
projections) - Set up climate services (communication,
interpretation, custom delivery) - Integrated modelling(climate impacts actions
feedbacks)
6We are building on
- White paper - Adapting to climate change towards
a European framework for action - ERA-NET CIRCLE
- 7th EU - Framework Programme
- IPCC Working Groups
- National Strategies on Climate Change in MS
7Modus operandi
- Partners in Science, Policy, Industry
- Variable geometry
- From mutual information to joint calls
- Different Member States to coordinate different
tasks
83-Phased Implementation (1)
Phase 1 Establishing a joint strategic framework
and defining research topics as priorities for
implementation. (Workshops and meetings)
93-Phased Implementation (2)
Phase 2 Designing work plans, assigning
responsibilities / identifying partnerships
supporting each of the priority topics jointly
defining the appropriate mechanisms or
instruments for its implementation.
(Differentiated processes according to
priorities of individual member states)
103-Phased Implementation (3)
Phase 3 Implementation of planned activities
synthesis. Instruments might include, but would
not exclusively be targeted towards, joint
funding mechanisms. (Research programmes and
others)
11Road Map
12 We would like to invite all EU member states to
participate and contribute to the further
development and implementation of this
