Introduction
Product Center 7 (PC 7) manages 92,275 National
Stock Numbers (NSNs) in the fifteen Federal
Supply Classes (FSCs) managed by PC 7. These
FSCs account for approximately 7.9 percent of
DSCR sales and demand. Out of the 92,275 NSNs,
29.4 percent are considered active and 61.9
percent are weapon systems coded. Most of the
NSNs are assigned to multiple weapon system codes
(for example, 8 NSNs are coded to over 100 Weapon
Systems), thereby making it difficult to predict
performance based on changes to any single weapon
system.

The following table displays the number of NSNs
for each FSC plus sales and demand information.
Out of the 92,275 NSNs that PC 7 is responsible
for 27,090 are active and 65,185 are
inactive. Active NSN at least one dmd in last

CONTRACTING ISSUES
  • The focus in procurement for the past year has
    been in achieving long-term contract coverage for
    our Strategic Material Sourcing (SMS) items.

  • National Stock Numbers (NSNs)
  • with high historical demands
  • NSNs that can have a major impact
  • on warfighter readiness
  • NSNs expected to incur accelerated
  • usage rates during wartime operations

  • Product Center 7 currently has 1,102
  • long-term solicitations in process. The
  • preponderance of these initiatives are for
    Selective Management Category Code (SMCC) items
    or SMS items.

  • There are 1,666 long-term contracts
  • open for a total of 2,440 items. Currently,
    there are 538 SMS Contracts in place for PC 7
    items.

  • Procurement is not only focused on
  • awarding the contracts, but getting the
  • items to our customers. In order to
  • accomplish this we have a dedicated post award
    staff that is currently monitoring our
    delinquency rate. As of May 31, PC 7 had a
    delinquency rate of 6.07.

Supply Issues
Selective Management Category Code
Selective Management Category Code (SMCC) is
defined as a group of NSNs based on annual demand
frequency, annual demand value, and weapon system
indicator. These are codes that have been
established as a ready reference to the relative
importance of the NSN to the Centers overall
business. A DSCR unique program assigns SMCCs
to NSNs following each quarterly update. The
centers goal is to maintain a 95 supply
availability on all SMCC NSNs. PC7 reviews the
top SMCC NSNs monthly to ensure maximum support
is maintained. Currently we have a total of
1703 NSNs that fall into the Top SMCC category.
A total of 1465 are on contract or have an
existing LTC , leaving a total of 238 without an
LTC.

Commodity Issues
  • The Product Quality Deficiency Report (PQDR)
    is
  • the primary feedback tool used by the
    supply system
  • to report responses to problems with
    equipment and
  • systems by the end users in the field.
    The primary
  • purpose of a PQDR is to report
    non-conformances,
  • to provide a vehicle to recover material
    cost and to
  • take steps to prevent recurrence.

  • The SF 368 form or format is used to record
    and
  • transmit product quality deficiency data.
    This data
  • includes defects to new or newly reworked
    Government-
  • owned products, premature equipment
    failures, and
  • products in use that do not fulfill their
    expected
  • purpose, operation or service due to
    deficiencies in
  • design, specification, materiel,
    manufacturing, and
  • workmanship. (DLAD 4155.24)

  • DCMA personnel should work with their local
    supply
  • departments in submitting these forms to
    the supply
  • system. Taking the time to submit a PQDR
    is critical
  • to rectifying material problems.

  • PQDRs on hand the end of May. The PQDR
    Metric
  • established for PC 7 is 56 PQDRs on hand
    at the
  • end of each month. We put forth every
    effort to
  • complete all PQDRs in a timely manner.
