  • Version 0.4 draft released for comment 2 May
  • Main features
  • Inclusion of new items for CPR3 replacement, as
    previously discussed
  • Ethnicity now specified using codes within the
    CBDS, which replace those formerly used by
    Childrens Social Care
  • the addition of a Date of Death item for a
    deceased child
  • the addition of a new Reason for Closure code
    (Child deemed not to be In Need after assessment)
  • 2009-10 census covers the full year from 1 April
    09 to 31 March 10
  • Category of Abuse doubled-up to Initial and
    Latest
  • Request for responses originally Friday 6 June,

  • more robust, enables provision of Service to be
    unambiguously related to the episode within which
    it falls
  • will help when correcting validation errors
  • will help with reporting
  • reflects the business rules, so should not be a
    major logic change within software
  • Disadvantages
  • change to (some) functionality between 08-09 and
    09-10
  • any others?

Year on year corrections
  • Version 0.4 of the 2009-10 spec said
  • In one area in particular DCSF is still
    finalising its own plans. The Department is
    aware that sometimes the data collection process
    uncovers corrections made to records during the
    year that affect data submitted as part of a
    previous data collection. There is therefore a
    requirement that retrospective changes to data
    previously submitted can be notified to DCSF and
    actioned. LA users of the CLA system (SSDA903)
    will know that it contains just such a facility.
    However at the moment we are still investigating
    how this will be done for the CIN census. The
    solution may, or may not, affect the content and
    format defined in this specification and this
    will be confirmed in the next version. (page 6)

Example description of the problem
  • A core assessment runs from 20 February to 9
    April. However it is at first incorrectly
    recorded on ICS as 25 February.
  • The user runs the census at the beginning of
    April, which exports a start date and no end
    date. The start date is shown as 25 Feb
  • In tidying up the record when the assessment is
    completed, the users realises the mistake and
    corrects to 20 Feb on their system. This value
    appears the following years census.
