Title: Study to fill evidence gaps for construction, demolition and excavation waste streams in the North W

1
Study to fill evidence gaps for construction,
demolition and excavation waste streams in the
North West region of England
Commissioned by the North West Regional
Technical Advisory Body for Waste North West
Minerals and Waste Planning Authorities
2
Aim of the project
A waste survey for the North West region of
England, to provide regional, sub-regional and
local information on the amounts of waste
produced and managed in 2006 for construction,
demolition and excavation wastes (CDEW)
Produce robust, reliable data at sub-regional and
regional levels Compatible with other national
waste survey work Used to fill data gaps /
supplement existing information Used to
predict future arisings and land requirement for
additional facilities
3
Key issues
CDEW waste stream is more complicated than ODPM /
DCLG data suggests Large numbers of linked
operators Waste handled by multiple sites Changes
in definitions of waste and regulations
4
Key issues
Robust data from county level upwards
Need High quality databases (so all major
operators are included) Whole population samples
(where possible) High response rate (industry
response has been excellent)
5
Operators being surveyed all help gratefully
received

General approach
  • Agree types of operator to be surveyed
  • Identify all operators working in the North West
  • Design and agree survey forms for all types of
operator. Measure the flow of CDEW (input,
    processing and output). GIS presentation.
  • Carry out the survey. Build commitment. Send up
    to three forms.
  • Review response rate and collect additional data
    if required
  • Carry out quality control checks on the data
  • Finalise the dataset and carry out statistical
    analysis
  • Compare to national data. Make forecasts to
    2020 on a 5 yearly basis.
  • Report on survey, data and implications.
    Including GIS
