A reminder of some of principles to apply

Key challenges to successful delivery
  • Most boroughs have a detailed implementation plan
    in place for delivery in December.
  • There will, no doubt, be some rational
    challenges and issues for all boroughs in the
    execution of the plan.
  • There will also be some political and
    emotional challenges and this may be where
    TDA/GOL support can be focused. These challenges
    may include
  • Getting newly formed groups of individuals to
    work as a high performing team
  • Helping new teams let go of the old ways of
    working
  • Acknowledging different cultures and value sets
  • Managing a wide range of stakeholders
  • Dealing with the political/emotional aspects of
    pooling budgets, relocating, changes in reporting
    structures
  • Anticipating and managing implementation risks
  • Change management capability and capacity

The support may take a variety of forms - we will
take our lead from you based on your needs.

The amount of TDA support available from April to
December 2008 is set out in the local Joint
Improvement Support Plan (JISP), agreed between
the authority and GOL.

The TYS Self Assessment Tool, based on the TYS
delivery framework, is available online. Each of
the TYS leads have been given a user-id and
password to gain access to the on-line tool that
can provide a rapid check on where you are in
your local area against the delivery framework

    showcase aspects of good practice around IYSS and
    TYS.

support toolkit
  • Detailed guidance on the targeted youth support
    change process
  • Over 70 case studies from the pathfinders
  • Summaries of the pathfinders redesigned service

  • Cross-pathfinder analyses of the various
    approaches undertaken

This toolkit is a great resource for authorities
implementing targeted youth support - whether
they are new coming into the system or some way
down the line in developing integrated services.
It has the ability to provide online shared
learning across authorities and I have strongly
recommended that all our team make ongoing use of
