1 Background

• 1 Background
• Fuqing NPP Phase I is a Standardized 3-loop
  1000MWe Pressurized Water Reactor, which designed
  and constructed by China Nuclear Power
  Engineering CO. Ltd. (CNPE).
• It is the first EPC project of CNPE.
• The First Concrete Date (FCD) of Unit 1 is on 18
  October, 2008.

• It will use the digital technology for IC system
  and advantage main control room (MCR) design.
• The main operating procedures are based on
  computerized operating procedure (digital
  operating procedure).

• A stand-alone computerized version does not bring
  much advantage compared to the paper version. The
  operator is still in charge of reading and
  understanding the procedures on the computer and
  of collecting the necessary plant information.
• On-line computerized procedure can markedly
  improve the use of the operating procedures. The
  detailed procedure displays could indicated the
  currently status of the procedure step and the
  related necessary information of plant states, it
  can reduce the work load of operator and the
  operating risk in NPP.

• Up to now, as the digital technology
  implement is not so normal and maturity in NPP of
  the world, the main operating procedures is Full
  paper procedures or Stand-alone computerized
  procedures, just N4 NPPs apply computerized
  procedures in France.
• Especially in China, it is a new projects
  that how to development the NPP procedure in
  using digital technology.

• Digital NPP has the characteristic of more
  safety, reliability and maintenance, and as the
  using of digital technology, it is possible to
  design in the advantage digital main control
  room.
• It can provide more safety, facility,
  redundancy operating mode and information for
  NPP.

• The digital operating procedure should adapt with

• Human system interface is importance in
  the design and operation of nuclear facilities.
• During normal operating, abnormal
  operating and accident states, the HSI ensure the
  safety of NPP operation and protecting the
  environment from potential hazards.

• The digital operating procedure should adapt with
  the Human system interface
• It is provided for operators that control
  consoles, control panels, switches, pushbuttons,
  indicators, registers and alarm windows in main
  control room in the traditional NPP.
• The operator can operate the actuator and
  detect the information at the fixed place
  directly, but as the limit of space in MCR, most
  of the information and alarms are grouped, it is
  not use for the operator to confirm the
  integrated information of plant states at once.
• On the other hand, as the operator should
  go around in front of the consoles and panels
  during operation, it is also not so convenience
  for the operation.

• The digital operating procedure should adapt with
  the Human system interface
• Within Fuqing NPP, the majority of plant
  systems will be controlled and monitored on
  computerized work station (visual display units
  VDUs).
• The operator could implement most of the
  operation in one work station , and also the
  operator could use a number of these human system
  interface (HSI) systems, including Back up panel
  (BUP), Emergency control panel (ECP), Large
  display panel (LDP), etc.

  continuous or repetitive diagnosis, which helps
  to correct any initial misdiagnosis and to ensure
  that the operators respond to changing plant
  conditions that could be more threatening to the
  core integrity than the initial event.
• Experience indicates that events can also
  evolve differently than predicted by pure
  analysis because they can evolve into a
  combination of events and operator errors over
  time.

• As the development of operating procedure and the
  utilization of digital technology, it is more
  safety, reliability and convenient of the digital
  operating procedures than the papered operating
  procedure.

  regarding operating procedure development, the
  study of operating strategies, design
  modifications, the digital technology, the
  upgrade human system interface, review of the
  plant operating experience from internal and
  external, and the procedure Verification
  Validation.
