Part 1 Public Funding

• SESAR has changed the Landscape
• EUROCONTROL can no longer directly apply for EU
  Funding from TEN etc. (2006 application failed
  FABS had priority)
• The EU funds SESAR JOINT UNDERTAKING (JU)
  together with Eurocontrol and Industry
• Any Incentives funds must be approved by SESAR
  JU.
• LINK INCENTIVES could be funded to speed up
  implementation and generate Quick Wins for
  SESAR
• LINK will be part of the Master Plan (already in
  D1,2,3,4)
• LINK INCENTIVES will be on the SESAR JU Agenda

Part 2 - Route Charge Based System

• There is progress but its slow
• The Single Sky Committee has accepted the draft
  Regulation "laying down a common charging scheme
  for air navigation purposes.
• This Regulation published per 01/01/2007 and
  enters into force per 01/01/2008
• CRCO remains pro-active and has proposed
  additions to the "current principles for
  establishing the cost base"
• Approved by Enlarged Committee Q2 2007
• ANSPs commitment must be obtained to LINK Scheme
