Planning

• Assists in preparing Bureaus Strategic Plan
• Reviews and analyzes MCHB policy and planning
  issues
• Prepares and updates Bureaus annual Government
  Performance and Results Act (GPRA) Plans and
  Reports
• Assists with budget planning, projections and
  allocations

Policy Analysis

• Oversees MCHB participation in the State
  Childrens Health Insurance Program (SCHIP) and
  Medicaid
• Reviews State SCHIP plans, waivers and amendments
• Leads MCHBs Managed Care Workgroup, and
  participate in HRSAs health care and financing
  activities
• Coordinates Bureau policy on cross-cutting issues
• Develop special reports on selected topics and
  issues
• Manages Library Services Cooperative Agreement

• GPRA performance measure development, plans and
  reporting
• PART development
• Evaluation

Program Evaluation

• Convenes and chairs MCHBs Evaluation
  Coordinating Committee (BECC)
• Develops plans for cross-cutting evaluation
  studies
• Coordinates evaluation training
• Awards and monitors contracts for cross-cutting
• evaluation studies
• Participates in HRSA evaluation workgroup

Technical Assistance to MCHB Programs

• Provides assistance with evaluation development,
  including concepts, statements of work
• Liaison to voluntary organizations (i.e., AMCHP,
  City MatCH)
• Provides technical assistance in managed
• care issues (e.g., Pediatric Specifications)
• Speaks on evaluation topics at grantee
• meetings and conferences, as requested
• Serves on technical expert panels

Other Lead Responsibilities

• Managed Care and Third Party Reimbursement
• Technical assistance training to States and local
  health departments
• Provide TA to Bureau and grantees on TPR and MC
• Provide training on financial issues and medical
  services (i.e., EPSDT)
• Works with other Agency components on issues of
  quality of care, minority health, etc.

OMB Clearances

• Leads in negotiating and submission of clearance
  packages to HRSA
• Participates in negotiations with OMB in regard
  to clearance issues
• Provides technical assistance to programs in the
  development of OMB clearance packages

• Oversees MCHB library services contract
• National information and education resource
  library
• Web-base electronic information source for MCH
  professionals
• Provides weekly MCH e-mail of updated
  announcements of publications
• Outreach activities for increased
