Pre-access Project
  • Aims to engage traditionally under-represented
    groups in learning
  • These include individuals living in local
    authority ROA areas or Scottish Executive zones
    of multiple deprivation, those excluded due to
    rurality or long term unemployment or who come
    from minority ethnic groups and/or have a
    disability

Pre-access in Practice
  • In each of the four local authority areas in Fife
    and Tayside a programme of pre-access courses are
    developed by partners for adults to create a wide
    range of second chance opportunities for
    individuals returning to, or taking their first
    steps from community learning into more advanced
    study or employment

Pre-access Characteristics
  • Delivery is focused on providing learning
    opportunities through partnership working to
    create a learner-centred experience widening
    options rather than narrowing them
  • Pre-access is viewed as a potential first-step
    and partners are keen to support progression to
    other programmes of learning

    October 2006
  • One of the aims of the project is to look at the
    added value of using the Scottish Credit
    Qualifications Framework within the community
    learning sector

  • Pre-access aims to support the progression of
    individual learners
  • SCQF is recognised as a tool that can be used to
    support progression by creating more informed
    learners

  • Partnership delivery of pre-access provides an
    enhanced experience for the learner, but creates
    difficulties for partners constructing a course
  • The SCQF can be used as a guidance tool for
    partners working in different institutions/organis
    ations to pitch material consistently for the
    learner

  • Learners engaging with pre-access may lack
    confidence
  • The SCQF can be used to build confidence
  • Finally the SCQF could act as an identifier for
    other practitioners trying to ascertain what
    level individuals have been working at who have
    been involved in informal learning such as
    pre-access

  • These potential advantages led to the pre-access
    sub-group in Angus taking the decision to
    approach colleagues involved in the delivery of
    Get SetGo to pilot the SCQF on this course

  • Time constraints led to the decision to
    notionally level this pilot rather than pursuing
    a formal levelling process
  • Due to the initial complexity of the process it
    was agreed that no attempt would be made to
    credit-rate the course

  • That participants on Get SetGo! will be
    empowered by knowing what level they operated at

    Scottish qualifications

  • Partners have agreed to measure the distance
    travelled by learners qualitatively
  • The number who progress to other learning
    opportunities and particularly more advanced
    programmes
