every citizen their own choice of Health Care Unit

Vårdval Halland the Idea
  • Local Care
  • Effort to transfer specialized healthcare to the
local Health Care Units from the hospitals
  • TrustTrust in citizens capability to choose and
trust in different providers capability to
    provide healthcare
  • Quality
  • All the Health Care Units have been inspected and
    approved

8
9
Vårdval Halland- Foundations
  • It is the citizens choice of Health Care Unit -
where they prefer to be treated.
  • Once the citizen has made a choice the unit gets
    its subsidies
  • By experience of dissatisfaction, the citizens
    can change their healthcare unit.
  • The system is open to private healthcare
    providers
  • All Health Care Units work under identical
conditions. This creates considerable freedom of
choice how to best meet the needs of the citizens
who have chosen a particular unit.

9
10
Vårdval Halland - Foundations
  • The objectives politically decided for all
Health Care Units cover areas such as
accessibility, medical results and level of
    quality.
  • The Health Care Unit might be a private care
provider or one of the County Council health care
    centres

10
11
Vårdval Halland - Step by step
  • All Health Care Units have applied and been
approved by the County Council, when fulfilling
    current legislation, healthcare regulations and
defined competences, in order to provide the
    required quality of healthcare.
  • All county citizens choose one healthcare unit
and the unit chosen gets the healthcare
subsidies. The size of the subsidy varies
depending on the age of the citizen.
  • County Council politicians have set up a number
of objectives that all Health Care Units are to
    achieve.
  • If a Health Care Unit fails to achieve the
objectives, the subsidies will be reduced
    accordingly.

11
12
The commitment of the Health Care units
  • Medical care to those who have chosen their unit
  • Healthcare for children according to the county
    council guideline
  • Rehabilitation
  • Medical Services
  • Participation in emergency services

12
13
The Citizens choice
  • All citizens chose one unit
  • When registered, the citizen enters a mutual
agreement with the Health Care Unit. The chosen
unit receives the annual medical and healthcare
    subsidy.
  • The citizen can change Health Care Unit up to
    four times annually
  • The Health Care Unit has no right to refuse a
    choice made by a citizen.

13
14
Medical and Healthcare subsidies
  • The Health Care subsidy size varies depending on
    the age of the citizen.
  • The amount of subsidy is used by the Health Care
Unit to supply the citizen with the proper
    treatment
  • The medical and healthcare subsidy is decided by
the politicians of the County Council yearly
  • If a Health Care Unit fails to reach its targets,
their healthcare subsidy is reduced accordingly

  • 97 of the citizens are being offered an
appointment at their Health Care Unit within
    seven days
  • New units have started
  • Less complaints
  • Flexible opening hours, evenings and weekends
  • Specialists closer to the citizens ( for
    instance specialists in children diseases)
  • Increased number of doctors
  • Every month 2500 choices are being registered.

16
17
Experiences
  • Immature market
  • Increased number of private providers
  • The dialogue with the providers is important!
  • The County Council has two commitments to
provide the market and to run their own units
  • New management ideas thinking outside the box
  • Freedom of choice gives a total control of
    costs
  • The construction of Freedom of choice is logic
    and simple
