Nominative Positions
  • United States Military Academy Positions  The
    USMA Bluebook Program places Captains at the
    United Stated Military Academy as academic
    instructors, tactical officers, and staff
    officers. (Senior CPTs)
  • Attend ACS en-route to the Academy
  • ACS/USMA instructor programs are fully funded
  • Service obligation of three days for every one
    day in school
  • Must serve a minimum of three years in an Army
    Educational Requirements System (AERS)
    utilization tour 
  • Optimum time frame to begin ACS is between an
    officer's sixth and eighth year of active federal
    commissioned service (AFCS). 
  • Olmsted Program The Olmsted Program encompasses
    the vision of military officers and their
    families immersing themselves in a foreign
    culture of choice while the officer studies in a
    foreign language in a field of his/her choice.
    (Senior CPTs)
  • FY 08 MILPER TBP
  • Expected to become familiar with the
    institutions, characteristics, customs and people
    of the host nation.
  • Expected to travel extensively and acquire a
    familiarity with the host country.
  • Some Soldiers able to earn a foreign master's
    degree or its U.S. equivalent upon completion of
    their two years overseas. However, if they do not
    earn a degree, the Olmsted Foundation offers a
    modest grant for an additional year of education
    at an American university.

Nominative Positions
  • White House Fellows Program - the Presidents
    Commission annually selects exceptionally
    promising individuals from all sectors of
    American life to serve as white house fellows.
    (Senior CPTs)
  • Fellows write speeches, help review and draft
    proposed legislation, answer congressional
    inquiries, chair meetings, conduct briefings, and
    otherwise assist high-level government officials
  • They are assigned to work with senior white house
    officials, cabinet secretaries, or other deputies
  • FY 08 MILPER TBP
  • JCS/OSD/ARSTAF Intern Program - Each year, Human
    Resources Command (HRC) selects 20
    branch-qualified captains for the JCS/OSD/ARSTAF
    Intern Program.  (Senior CPTs)
  • Three-year program
  • During the first year, interns attend Georgetown
    University, earning an Executive Masters in
    Policy Management (MPM) 
  • The second year, selected officers serve as
    interns within the offices of the Joint Staff
    (JCS) or the offices of the Secretary of Defense
    (OSD)  
  • Officers serve as interns on the Army Staff
    during their third year.  Selected officers are
    assigned to various sections within these staffs
    and are assured exposure to and involvement in
    critical decision-making at the highest levels
    within our military and the Department of Defense

Military Transition Teams (MTT)
  • Resourcing these teams with the right Soldiers is
    one of the Armys top priorities
  • TT assignments provide important developmental
    opportunities for the Armys 21st Century leaders
  • Only fully qualified officers and NCOs are
    chosen to fill these critical positions, based
    upon their grade, skill, and experience match,
    balanced with dwell.
  • New Language for Board MOIs for officers who
    have served on Transition Teams
  • Majority of assignments do not offer a choice of
    PCS locations only transition team offer this as
    an incentive to Soldiers. PCS to Kuwait or Fort
    Riley with further TCS to the deployed theater of
    operations.
  • MTT assignments entitle Soldiers to a follow-on
    assignment of choice within Army Requirements.
  • Teach and mentor Iraqi and Afghani officers and
    Soldiers

CSA Slating Guidance
  • The purpose of our Army is to fight and win
    our Nation's wars. We are an Army at war that is
    totally committed to victory. Our Soldiers who
    stand in harms way deserve the absolute best and
    most experienced leaders.  
  • First and foremost, slate the best officer
    for the unit based on experience and skills.
  •   Secondly, slate officers with
    combat/contingency experience to units scheduled
    for those types of operations and into the
    training base.
  •   Avoid slating officers out of joint duty
    where the officer will lose the ability to
    complete joint qualification.

No Changes of Command While Deployed
  • CSA Directed
  • Stabilizes battalion and brigade command teams
  • Maintains unit cohesion and morale
  • Senior leaders do not leave theater before
    soldiers
  • Approval authority now with Army G-1
  • Delayed commanders with the best skills and
    experience will retain the top priority for
    reslating
