Guidelines for Preparation of IT Plans
  • Mandatory for all Government Departments/ Boards
    and corporations to prepare IT Plan
  • Intensive process re-engineering and
    administrative reforms is emphasised to be
    carried out before / alongwith implementation of
    IT Plan.
  • IT Plans of 75 Government Organisations approved

Delivery of Citizen Centric Service through ICT
  • Vision Statement
  • To achieve efficiency, transparency and
    accountability in governance by providing ICT
    enabled access and opportunities for all,
    anywhere, anytime
  • One District Level e-DISHA Centre Established in
    Mini Secretariat of District HQs for delivery of
    Government services which can only be provided by
    the functionaries of the State.
  • 1159 Rural CSCs(Citizen Service Centres) and 104
    urban CSCs to be established before may 2008 for
    delivery of all G2C services.
  • Agreement with Service Providing Agencies has
    been signed.

E-Governance and Capacity Building Roadmap
  • Roadmaps for e-Governance and Capacity Building
    for 19 critical Departments of the State have
    been prepared
  • This exercise was got done by an outsourced
    agency M/s Wipro
  • The exercise has identified the present status,
    has fixed the further goals and has categorised
    goals into implementation phases.
  • Haryana State is in the process of setting up of
    State e-Governance Mission Team (SeMT)
  • Strengthening of State IT Department other
    departments
  • Training of Government employees of all the
    departments

Status of Mission Mode Projects
  • Land Records Land records are available online.
    www.jamabandi.nic.in. Out of 7081 villages, 6925
    Jamabandies entered, 6859 validated by Patwaries,
    6449 updated by incorporating mutations.
  • Property registration Computerized Registration
    of Properties Land. All registrars and
    sub-registrars are registering documents through
    HARIS.
  • Municipalities House Tax Information System
    implemented in 74 Municipalities, Database of
    more than 10 lacs properties ready.

Status of Mission Mode Projects
  • Commercial Taxes Value Added Tax Management,
    Assessment, Collection System. VAT Return
    Processing, implemented at all ETO offices.
  • Treasuries Implemented at all the locations.
  • Transport Driving Licenses / Sarthi Vehicle
    Registration / Vahan More than 30 SDM offices
    implementing.
  • Police Police Wide Area Network functional since
    last 18 months connecting Range, Districts Hqrs
    with State Headquarter.

  • Agriculture Agriculture Markets Network - all
    106 mandies covered, Web site of Agriculture
    department launched. Pilot AgRIS at Rohtak
  • Social Welfare HaPPIS - Social Welfare Pensions
    Timely disbursement of pension to 14 lacs old age
    and other pensioners every month. Linked with
    Birth Death, Ration cards Photo ID cards
    Helps in detecting fraudulent cases.
  • Technical Education CEET - On-line Off Campus
    Counseling for Engineering Admissions.
  • Haryana School Education Board Board
    Administrative Reforms carried out. All Results,
    admit cards published on web.
  • Secondary Higher Education Teachers PIS,
    Rationalization,
  • Health care Software to monitor the Prevention
    of Food Adulteration, Software for Medical
    Certification of Cause of Death (MCCD), Software
    for Processing Bed Occupancy Mortality Rate
  • Food Supplies Food Network of 7 Organizations
    involved in procurement distribution
  • Finance Workflow based State Annual Budget
    Preparation, Budget Revision,Release Monitoring
    Expenditure Control System

  • Expected Date of Completion of vertical
    connectivity -- Oct. 2007

    level, E-Mail and Unified messaging
  • Haryana has already awarded the contract.
  • Site preparation near completion.
  • Horizontal connectivity
  • 6 departments in Phase I by Oct 2007
  • 6 departments in Phase II by Mar 2008
  • STATE DATA CENTRE
  • Consultant short-listed, Proposal sent to GOI,
    approval awaited
  • Site for State Data Centre identified.
  • State Data Centre is likely to be functional by
    March 2008

  • Comprehensive Portals / websites for 85
    Departments / boards / corporations has been
    hosted for providing updated information to the
    citizens.
  • Public Grievances
  • Launched a comprehensive website for redressal
    of Public Grievances.
  • Information Dissemination
  • Information to the public is being provided on
    latest circulars, results, jobs etc through the
    state portal.
  • Right To Information (RTI)
  • A comprehensive website has been launched for
    disseminating information about various PIOs of
    the State.

  • Road Ahead
  • State Portal
  • Comprehensive Single State Portal being
    designed and developed for providing information
    to the citizens on any time, any where basis
    using multiple connectivity solutions. This
    portal will provide G2G, G2C, G2B and B2C
    interfaces. This portal will be the gateway to
    all the websites of the government organisations.
  • e-Procurement
  • State is planning to implement a comprehensive
    e-Procurement solution.
