The three-digit telephone number "9-1-1" has been
designated as the "Universal Emergency Number."
It is intended as a nationwide telephone number
and gives the public fast and easy access to a
Public Safety Answering Point (PSAP).

E9-1-1 is dependent on 3 key databases MSAG,
SRDB, ALI
MSAG Master Street Address Guide
The first phase of creating an E9-1-1 system is
the development of the MSAG. This process starts
with the community identifying the jurisdictional
or emergency responder boundaries. Each unique
combination of Law Enforcement, Fire Protection
and Medical Response is identified establishes an
Emergency Service Zone (ESZ). Each zone is
identified by an Emergency Service Number (ESN).
Once established every thoroughfare is listed
with the specific house number ranges that reside
within the zone. Each customer record will pass
the MSAG and an ESN will be added to the customer
record to identify which jurisdiction would
respond in the event of a 9-1-1 call
