Title: Mission: As the Centre of Excellence for Joint CD
1Aim To provide an overview of CFEC, Canadas
developing Joint Concept Development and
Experimentation capability, activities and future.
Mission As the Centre of Excellence for Joint
CDE, CFEC will lead the exploration of emerging
concepts and the experimentation of capabilities
that support CF transformation.
2Outline
- Background
- CFEC Activities
- CWID
- MNE
- UAV/IISRA
- Future CFEC
3CF Transformation
- Major initiatives
- Development of CANADA COM and domestic regional
operational HQ structure - Development of CEF COM for command and control of
Cdn expeditionary operations - Development of High Readiness Standing
Contingency Task Force - Realigning/refining Force Generation and
Development activities - Promotion of greater interagency, Team Canada
approach to operations - Apply Effects-Based and Net-Enabled concepts
of operations
4OverviewWhy CF Experimentation?
- Identify promising concepts, methods, technology
benefits - Minimize risk and identify implications
(training, infrastructure, etc) of major
change/transformation - Apply scientific method
- Test new concepts without affecting current
operations - As experimentation is NOT an exercise, operation
or project, it is more risk tolerant
- The world has changed the CF needs new
operating concepts and force structures to meet
new roles
Bottom Line A more coherent, logical and
transparent force development process that
reduces acquisition risk and timelines

10C2I2
- Hypothesis If CF to remain interoperable with
transformational allies, then CF will have to
identify, investigate, evaluate, modify and adopt
transformational C2I2 concepts applicable to
future CF ops. - Overview Area under continuous concept
development and refinement, therefore, current
focus is on promoting interoperability with
coalition partners. Significant concepts include
Effects Based Approach (EBA) and Net Enabled
Operations (NEOps) - Eval Means Research Studies, MNEs, CWIDs,
Wargaming, IISRA Experimentation (ALIX).
11Multinational ExperimentationActivities
Promoting international and interagency
interoperability
12Coalition Warrior Interoperability Demonstration
AIM CWID provides a venue for the U.S. and the
multinational community to investigate C4ISR
solutions that focus on relevant and timely
objectives for enhancing coalition
interoperability. Promising information
technologies that can be moved into operational
use within 18 months are targeted.
13CWID 2005 Scenario Overview
- Credible Terrorist Threats gt US, Canada, Mexico
- Critical Infrastructure Protection (CIP)
- Terrorist attacks on commercial targets
- Disruption of transportation routes
- Terrorist attacks on population centres using
improvised CRBN - Natural disasters
14Multinational Experimentation Activities
Promoting international and interagency
interoperability
15Aim To explore concepts and supporting tools
for Effects Based Approach to Operations
(Knowledge, Planning, Execution, Assessment)
within a coalition environment involving
Stability Operations to assist the development
of future processes, organizations and
technologies at the Coalition Task Force (CTF)
