Title: Daylight Saving Time Changes

1
Daylight Saving Time Changes
  • Energy Policy Act passed in August 2005
  • Daylight Saving Time (DST)
  • Previous Start First Sunday in April
  • New Start Second Sunday in March
  • Previous End Last Sunday in October
  • New End First Sunday in November

2
How will this affect me?
  • Operating Systems and applications developed
prior to this change wont adjust correctly.
  • During the extended DST time periods, calendar
appointments, email messages, etc. can be off by
    an hour.
  • Options
  • Patch
  • Adjust Time Manually

3
Status of Some Known Applications
4
Outlook DST Issue
  • Currently there is an optional patch available
    to Windows XP (SP2)
  • When this patch is installed today
  • Existing appointments that were in the extended
DST time periods will be off by an hour.
  • New Appointments that are created during the
extended DST time periods will be correct.

5
Outlook Issue Continued
  • Microsoft is working on an Outlook Data Update
    Tool (January/February)
  • Current understanding of this tool is that when
    it is applied
  • The existing appointments that were off by an
hour after the patch was installed will be fixed.
  • New appointments that had been correct will now
    be off by an hour!

6
Outlook Issue Recommendation
  • Microsoft Recommends that the Windows XP (SP2)
patch and the Outlook Data Update Tool be
installed and run as close together as possible.
  • There is an Exchange Server version of the
Outlook Data Update Tool that is supposed to be
developed as well. ITS will investigate this.

7
Outlook Data Update ToolWhat we Know Today
  • Available in late January/early February
  • Should be run after the Windows DST Update has
    been applied
  • The tool only updates meetings for which you are
    the organizer
  • It then will send out updates to all attendees
  • Delegates can not run the tool on behalf of
    others

8
Resource Calendars
  • From Microsoft Updates are sent for meetings
based on the time at which the tool is run. If a
room or resource is booked in two contiguous time
slots and it receives the update for the later
meeting that moves it back an hour first, the
update will be rejected because the change would
create a conflict with the first meeting.

9
General Tips for Outlook Users
  • When organizing a meeting during the extended DST
period, type the correct meeting time in the
subject line or body of the message (for example,
Project planning meeting at 830 A.M.)
  • Consider any appointments and meetings in the
extended DST period to be suspect. When in doubt,
verify the correct time with the organizer.

10
Example Issues (Gartner)
  • Calendaring Applications (including Smartphones)
  • Incorrect times for arrival/departure within the
    travel industry
  • Bank transaction errors, causing late payments
  • Trading apps executing purchases/sales at
    incorrect times

11
Example Issue Continued
  • Missed deadlines for admissions and other
    enrollment programs
  • Cell phone and other tariff billing applications
charging peak rates during nonpeak times.
  • Batch recovery, rollback and job scheduling
    processes operating off incorrect journal
    timestamps
  • Security programs improperly denying access to IT
    resources
