The EU Batteries Directive
  • Published on 26th September 2006
  • Must be transposed into UK legislation by
    26/9/08
  • Creates three categories of batteries
    Portable,
  • Industrial and Automotive
  • Sets Collection Rate target for portable
    batteries and a
  • ban on landfilling or incinerating Industrial
    and Automotive
  • batteries
  • Sets Recycling Efficiency targets by chemistry
    (65 for
  • lead acid, 75 for Nickel Cadmium and 50 for
    all
  • others)
  • Introduces a ban on using Nickel Cadmium except
    for
  • certain uses and a review within four years
    on many of
  • those

3
WRAPs Battery Programme
  • Establish the most cost-effective methods of
collecting batteries to meet the Collection Rate
targets through running various collection trials
  • Identify and remove the barriers to
    cost-effective collections
  • To facilitate the development of infrastructure
for the collection consolidation, sorting and
    recycling of batteries
  • To assess the recycling routes for industrial and
    sealed lead-acid batteries

4
Current Collection Trials
  • Kerbside trials
  • Retailer take-back trials
  • Community drop-off trials
  • Postal trials
  • Single transport/sorting and recycling contractor
  • Programme wide marketing and PR contractors

Hazardous Waste Dangerous Goods
  • EWC defines mixed batteries containing certain
batteries as Hazardous (Special) Waste thereby
    imposing containment, licensing and legal
    paperwork issues
  • Carriage of Dangerous Goods Acts impose packing
and training issues not designed for small
    movements of mixed battery wastes
  • Conflicting (?) requirements for small quantities

The Kerbside Trials
  • 12 collection schemes in 13 local authority areas
  • All schemes are kerbside sort (or single other
    material)
  • Launched in April and May 2006
  • Uses new WRAP branding logos (or Scottish
    equivalent)
  • Variety of social demographics
  • Range of collection frequencies
  • Range of size of schemes

  • Due to launch in London Borough of Camden and
Cherwell District at the end of March 2007 with
Falkirk (BTCV Scotland) to launch shortly
    afterwards
  • Minimum target density of 1 collection point per
5000 residents and a maximum target density of 1
    point per 1000 residents
  • Servicing to be done by collection partner

16
Postal Trials
  • Due to launch shortly in Eden (Cumbria) and the
    Wigtown district of Dumfries Galloway

    batteries are truly portable/industrial/automotive
  • Brand identification work long list of brands
and their relative importance within each
    chemistry grouping
  • Black mass advanced recycling project (RD)
  • Other work to assist transposition activities
