Rai is the Italian Public Broadcasting Company
for both Radio and Television
  • The Italian Parliament assigned Rai (the Italian
    Public Broadcasting Company) the role of
    accompanying the expansion of the Italian society
    in a spirit of dialogue, mediation and respect.
  • The Service Contract outlines the editorial and
    organisational duties of Rai, according to which
    Italian citizens pay a licence fee. These
    include
  • protection of linguistic minorities
    historically present in Italy
  • attention to new citizens and new cultures
  • sensitivity towards religions and their
    dialogue
  • opening up to cultural and economic exchanges
    in a style of dialogue and respect.

Rai is at the crossroads between languages and

Italy is the crucial link to the Mediterranean, a
natural bridge between the East and West, the
North and South, combining Languages, Cultures
and Religions. This encourages contacts and
exchanges, interpreted in the broadest and most
productive meaning sharing, dialogue, peace.
Throughout the centuries the Mediterranean has
created one of the most fertile areas for
cultural exchange, dialogue and growth, too often
limited to contrasts between the two European and
Afro-Asian sides. However, the ancient sea maps
and navigation ledgers provide further
representation of the fertile complexity of its
history and they highlight the strong East-West
dimension that includes the countries who
recently joined, or are about to join, the
European Union. Throughout the centuries Italy
has acted as a protagonist in this articulated
dialogue an attitude that it has never lost, as
proved by its hosting of the recent Middle East
Peace Conference and the credibility it boasts in
proposing itself as a guide to the Power of
Intervention.

A digital satellite bilingual channel in Italian
and Arabic. Broadcast in Europe and in the
Northern strip of Africa, in particular in the
Maghreb area. It is a service for Arabic viewers
that populate and move within the Mediterranean
basin and all Italians interested in these
subjects. The channel, that was launched on 26th
April 2001, is Rais answer to the
request-agreement of the Countries belonging to
the Secretariat of the Mediterranean Project, set
up in Palermo. It encourages the use of Italian
as a language of Mediterranean communication and
integration, in direct relation with Arabic it
stimulates mutual knowledge and multicultural
dialogue for multiethnic cooperation. Rai Med is
the result of a collaboration between Rai News 24
(an all news free channel), Tg3 (a general news
channel) and Rai Sat (pay satellite channels),
and offers the basic programme schedule of Rai
News 24 with inserts in Arabic, plus a programme
schedule of three hours every evening, from 9
p.m. to midnight (repeated the following morning
from 6.00 to 9.00 a.m.), with subtitles or
translated into Arabic.

International and cooperation-based programme on
current affairs This multi-platform programme
started in 1993, and is broadcast on Saturdays on
RaiTre at 1.20 p.m. and on Rai Med at 9 p.m. and
11 p.m. TgR Mediterraneo is one of the very few
examples of international television and
international cooperation the magazine is
co-produced by Rai, by France 3 and by Rtve with
the contribution of the Italian Swiss Television
and it is broadcast in many countries Greece
(Ert/Et1), Slovenia (RtvSlo), Jordan (Jrtv),
Palestine (Pbc), Lebanon (Tele Liban), Morocco
(Rtm), Algeria (Canal Algerie). It is broadcast
via satellite by Rai International, France
International, Tv5 Europe, Rtve Europa,
Hispavisiòn America Latina. The original aspect
of the project is that it combines different
kinds of journalistic cultures and stories and is
produced by a mixed editorial team in Palermo who
aim to achieve a product which is widely
broadcast at an international level.
TgR Mediterraneo RaiTre
Current affairs programme promoting knowledge
and dialogue Est Ovest and Levante, produced by
TgR and broadcast at 11.15 a.m., are two weekly
programmes which intend to analyse and provide
updated and detailed information on
social-political, cultural and economic relations
between Italy and countries of the Balkan area,
with specific reference to the Countries that
have recently joined the European Union. Est
Ovest concentrates on the state of relations with
the Mitteleuropean region and Eastern countries.
Levante dedicates space to the integration and
development of new countries located on the other
side of the Adriatic Sea.

  • International Prize for Mediterranean Documentary
    and Report
  • Having reached its XI Edition, the Prize
    organised by RAI together with CMCA confirms its
    authority and prestige in the world of Italian
    and foreign journalists.
  • The Competition is open to all Italian and
    foreign audio-visual products that deal with
    Mediterranean cultural topics. Eleven prizes will
    be awarded in 2006

  • The Observatory can be viewed on the RaiNet
    website in a choice of three languages (Italian,
    English or French), and lists 100 films,
    including the winners of the various editions of
    the Prize, the first sequences of which can be
    viewed on-line. The Observatory also comments on
    the main television and cinema festivals of the
    Mediterranean Area.

Rai pays widespread attention to religious
pluralism (1)
Rai, The Holy See and
The presence of the Vatican City in the centre of
Rome, the Holy See of the Catholic Church, makes
Italy the natural broadcasting centre for the
message of the Popes. Rai provides full
communication support to the Holy See, but also
to other religious and philosophical lines of
thought.
Italy has always been the home for all Popes, the
majority of which have been Italian. Pope John
Paul II not only broke the secular sequence of
Italian Popes but also led the Pontificate itself
to a more international dimension. Rai,
traditionally the Hosting Public Service of the
Holy See worked side by side with them during the
revolutionised way that Pope John Paul approached
the world, equipping itself with the necessary
technical, cultural and editorial instruments.
The Catholic Church has its own independent
media systems but Rai collaborates in various
ways to produce programmes and services where,
however, it always tries to give space to the
various religions present in Italy therefore
Catholics but also Protestants, Jews and an
increasing number of Muslims. The Pontificate of
John Paul II, characterised by a strong
international influence, and the 2000 Jubilee,
have strengthened this bond and this sensitivity.
During Pope Woytilas funeral, Rai provided all
technological services to handle the editorial
flows of international operators.

An independent Evangelic Community television
programme Broadcast on Sundays at 12.30 a.m.
(and on alternate Mondays at 1 a.m. or at 9.30
a.m.) the objective of the programme is to
present information to the public on protestant
culture and faith in Italy and throughout the
world. A television programme presented by the
Italian Jewish Community Broadcast on Sundays at
1.30 a.m. (and on alternate Mondays at 1.00 a.m.
or at 9.30 a.m.) this programme which started
over twenty five years ago, has become a source
of useful information and insight on the life and
culture of Jews in Italy and throughout the
world. A radio programme presented by the
Italian Evangelic Churches Broadcast on Sundays
at 7.30 a.m., the programme includes a sermon
(carried out in rotation by the Churches), a
brief news bulletin from the evangelic world and
a section on current affairs. It is RAIs most
popular religious programme. A radio programme
for philosophic and spiritual dialogue Broadcast
on Saturdays and Sundays at 12.15 p.m., the
objective of the programme is to encourage modern
society to reflect on religious subjects.
Philosophy, art, culture, millenary traditions,
books each episode concentrates on a topic
combining modern day and tradition, religion and
philosophy, and is presented by members of
different spiritual traditions.

Rai aims to promote dialogue between citizens
Rai and dialogue between citizens
In Italy there are several ancient linguistic
minorities, which have always been the heart of
the Rai Public Broadcasting Service, and
protected by the Service Contract. We must now
also consider the new citizens, represented by a
growing number of immigrants. Programmes in
French, German, Ladin and Slovenian The Regional
Current Affairs programme dedicates important
resources to the production of programmes in
French, German, Ladin and Slovenian in the
Regions with a special Statute. Furthermore, it
also produces a whole range of programmes
dedicated to events of regional or national
importance that require further space for
inquiries at a local level. Current Affairs
programme on dialogue and rights This weekly
programme on immigration is broadcast by Tg3
every Monday at 12.30 p.m. and has now reached
its seventh edition. It encourages mutual
knowledge and total integration of New Italians
in the Country at a civil and social level. A
radio desk to give a voice to the New Italians
Broadcast every day at 05.50 a.m., the programme
addresses immigrants, refugees and the Italians
who come into contact with foreigners for work,
study, tourism, health, family and sentimental
reasons. The life and course of immigrants
filtered through a discreet and strange
microphone the sounds, the noises, the silences
and the voices that are changing Italy.

Rai recognised as a mediator for trading and
cultural exchange projects
Italy, a witness of culture and dialogue
A witness in the world of the values of culture,
creativity and dialogue, Italy has always
overcome its material boundaries by opening up to
the world in a particularly universal manner.
Marco Polo personifies a European identity
undergoing constant development and in close
connection with others. In 1271, at 17 years of
age, Marco left Venice for China together with
his father and uncle who were merchants, and he
stayed in the Far East for seventeen years.
Marco Polo is considered one of the greatest
explorers of all times, even if some people only
consider him one of the greatest story tellers.
Like television Just as Marco Polo travelled
the first trading routes between China and Europe
in 1200, Matteo Ricci opened up the cultural
routes in 1500 Also known in China as Li Madou,
Father Matteo Ricci was born in Italy in 1552 and
died in Peking in 1610. He was a Jesuit
missionary, but also a very well respected map
producer. He was a very important cultural
mediator and worked extremely hard on introducing
the Chinese culture to the populations in the
West and the European cultures to the inhabitants
of the Far East.

The agreements between Rai and Asian Television
Companies
  • The very best examples of the progress made in
    Italy in terms of mediation and trading and
    cultural exchange projects are represented by the
    agreements finalised between Rai and important
    radio and television companies in Asian
    countries.
  • - AIBD after three years participation at the
    Asia Media Summit, Rai has now started the
    procedure to join the Institute as an affiliate
    member
  • NHK (Japan) for many years Rai and NHK have
    collaborated with the exchange of technologies
    and the co-production of programmes. A Memorandum
    of Understanding, currently undergoing renewal,
    unites the two broadcasters
  • MCOT (Thailand) Rai and MCOT have underwritten
    an Memorandum of Understanding in order to
    develop the collaboration
  • India a growing collaboration for the
    co-production of films, fictions and cartoons
    sees Rai working with many important Indian
    sector companies
  • Pakistan Rai has produced and broadcast special
    programmes in Italy which provide interesting
    information on Pakistan
  • Iraq Rai collaborates in the training of
    journalists and technicians working for Iraqi
    television.
  • CCTV (China) the recent agreement between
    Rai-CCTVis illustrated in the next slide

Rai recognised as a mediator for trading and
cultural exchange projects
The Rai-CCTV agreement
Chinese TV on the Rai Digital Terrestrial
Television for the Chinese community in Italy and
for Italians interested in China Since 15th
March 2006, the 9th channel of the Chinese public
television CCTV (China Central Television), that
broadcasts in English to 42 countries, is also
available in Italy on Multiplex B of RAI Digital
Terrestrial Television. Channel CCTV9 will
allow the Italian audience to follow events,
news, sports events and documentaries related to
the Peoples Republic of China. Broadcasting of
CCTV9 in Italy, through the RAI DTT, is part of
the implementation of the agreement signed
between RAI and CCTV during the inauguration of
the Year of Italy in China 2006. and the very
best Rai programmes in China for lovers of Italy
and the business parties interested in our
country. The agreement also includes
broadcasting in China, up until 31st December
2006, of RAI programmes (dubbed or with Chinese
subtitles) of 3 and a half hours a week on 16 of
the main channels of China Central Television.
The Rai programmes include 1 hour of classical
music, opera, ballet or light music and 2 and a
half hours dedicated to fiction, cultural
documentaries on artistic and monumental
heritages of the country, cartoons and
information on the products of Italian companies
that characterise Made in Italy. In particular
RAI, during the Year of Italy in China 2006
will also broadcast in China, through the CCTV, a
whole series of reportages on Italy with the
objective of not only promoting the culture of
our country in China but also the Italian System
in its entirety. The objective of this
collaboration with CCTV is to simplify, through
television language, mutual knowledge in order to
stimulate cultural, economic and political
relations between the two countries.

Rai is ready to embark further on exchanges
between Europe and Asian-Pacific Countries
Continuing along these lines
  • Rai is considered to be a world-wide public
    broadcaster of enormous interest for Asian
    countries for three reasons
  • the rules of a radio and television public
    broadcasting service
  • the exchange of experience and technical and
    editorial professionalism and skills
  • the circulation of technologies and products
    for communication aimed at enhancing interaction
    between Countries and Cultures .

I would like to conclude my talk trusting in a
future of collaboration between Rai, and
therefore Italy, and the Asia-Pacific-Europe
Media Dialogue countries, who have a spirit of
mediation, dialogue, enthusiasm and receptiveness
that is so very similar to Italy.
