Recommendations
  • Focus initial sub-metering programs on new-build

  • To establish metering at a building level for
    existing stock prior to sub-metering
  • the justification being that if and when sub
    meters are installed within the building,
    identifying leaks in common areas will be a
    matter of calculating a water balance between the
    service meter and total sub-meter readings.
  • To pilot sub-meter retro fits and design large
    scale programs accordingly
  • For the large scale retro-fits to target
    buildings which meet criteria established through
    pilot programs this will include cost
    effectiveness (plumbing aspects), affordability
    impacts, and potential for demand reduction.
