CECR Funding Agreement (FA)

• The CECR FA between the Centre and the
• granting agencies sets out the terms conditions
  
• of funding under the CECR Program.
• It covers the CECR guidelines related to
• Eligible Recipients
• Eligible Expenses
• Use of Funds and
• Centre Governance.

Eligible Recipients

• not-for-profit corporations created by
• universities, colleges, not-for-profit
• research organizations, firms, and other
• interested non-government parties.

Eligible Expenses

• Operating Costs
• maintenance and operation of the facility
  materials and supplies
• liability insurance for members of the Board and
  Centre administrators
• legal fees and other related incorporation costs.
  
• Salary Costs
• salaries for technical and professional staff
  employed to provide support to
• users or to maintain and operate the facility.
• Knowledge Dissemination/Sharing Costs
• hosting professional and scientific conferences
  and lectures (excluding travel
• and accommodation) dissemination and exchange of
  research results with
• others including academia, governments, the
  not-for-profit sector and private
• sector activities aimed at promoting science
  awareness such as workshops
• and lectures open to the public attending
  conferences and lectures.
• Commercialization Costs
• capital equipment and directly related operating
  costs not supported by any
• other federal programming pre-commercialization
  support services

CECR FA Use of Funds

• CECR funds shall only be distributed for
• Eligible Expenses related to, and
• necessary for, carrying out the overarching
• goals of your Strategic Plan and only to the
• extent that they are also directly in
• furtherance of the CECR Program
• Objectives.

CECR FA - Governance

• The Centre shall
• be an incorporated entity, either under Federal
  or Provincial Act.
• comply with all federal, provincial, territorial,
  local and foreign laws applicable to it
• have a Board composed of at least 12 directors,
  (majority with extensive business experience in
  relevant sectors)
• have a minimum of 1/3 of Board be Independent
  members
• appoint an executive director to manage the
  administration of the Centre

2009 CECR FA Steps for Completion

• Signing of an FA is mandatory and is a condition
• of the release of CECR Funds.
• Five (5) copies of the FA with the original
• signature of the Centre Director and each
• contributing Granting Agency

CECR FA Next Steps Highlighted Sections

• CECR Agreement contains highlighted sections for
  your input
• Section D Each CECR is asked to include the
  objectives of the funded centre.
• Section 1 vi) -- CECRs can either be
  incorporated at the provincial or the federal
  level. It is to the discretion of each CECR.
• Section 3 -- The Project Description (Annex 2),
  can be the strategic plan of your original
  application.

CECR FA Template

• The CECR FA has been reviewed and
• approved by the legal council of the Granting
• Agencies.
• Any changes to the template must be
• communicated to the NCE Secretariat for
• negotiation.

• 5 copies of signed FA to the Secretariat
• MARCH 4th
• Secretariat will send to the Presidents for
  Signature
• MARCH 5th
• Input into the Database
• MARCH 9th
• Payment Processed
• By March 13th
