Monitoring
  • Is an important component of the DBE Program.
  • Is crucial to the success of DBE firms.
  • Is a proactive oversight mechanism.
  • Maintains regulatory compliances.
  • Facilitates solutions.
  • Ensures the attainment of the PMC goals.

  • As early as 1990 Miami-Dade County has provided
    opportunities for DBE Firms to participate, at
    increasing levels, on Miami-Dade Transit
    contracts.
  • Under the PMC, these opportunities continue and
    monitoring for inclusion and participation of DBE
    Firms, at approved levels, is required and
    ensures contractual compliance.

From 2000 to Present
  • MDT has awarded more than 25 million to
    participating DBE firms.
  • The level of participation of DBE firms on MDT
    contracts has increased from 13.6 to 21.4 and
    for 2005 the PMC for the PTP has a participation
    goal of 25.

What is a DBE Monitor ?
  • The designated staff who conducts internal
    monitoring activities to ensure the attainment
    of, annually established, DBE participation goals
    and contract compliance for all PMC FTA funded
    contracts.
  • Ensures all program participants compliance with
    federal requirements pursuant to 49 CFR Part 26
    and is the liaison between the MDT, the Prime
    Contractor, and DBE Firms.

  • Ensure that firms are ready to do business with
    MDT, e.g. proper insurances, bonding, and
    operating capital.
  • Assure Readiness
  • To ensure that firms are ready to procure and
    proceed.

  • To ensure that qualified DBE Firms are included
    on all FTA funded projects at established goals.
  • To ensure progress toward goal attainment and
    identifies ways to improve progress.

    are afforded opportunities to participate on
    Prime Contracts.
  • To ensure contracting and procurement for the DBE
    goal inclusion in solicitations

  • Ensures that exhaustive measures are utilized in
    meeting contract goals.

  • Audit Ready
  • It is critical that MDT be audit ready. The
    monitoring process for participating DBE Firms
    under the PMC will ensure and maintain regulatory
    compliances.

  • To ensure contract compliance for participation,
    adherence to federal objectives, regulations, and
    codes.

Frequency of Monitoring
  • To assure DBE Program compliance monitoring
    activities will occur
  • Monthly (Audit contract participation,
    invoicing, payment, EEOP, ADA compliances),
  • Quarterly and as required for proactive and
    preventative measures, and
  • Annual Progress Report.

DBE TRAINING SESSIONS
  • Periodic DBE training will be scheduled.  These
    workshops are designed to provide DBE Firms under
    the PMC with the necessary information concerning
    policies and procedures, record keeping,
    monitoring, and reports required for the DBE
    Program.
