Tribal
Tribal has one of the largest dedicated local
government consultancy teams in the UK
In 2008 Tribal brought together Helm, RSe
Consulting and its existing Local Government team
to form one of the largest dedicated local
government consultancy teams
We have worked with ¾ of local authorities and
local service partners, focusing primarily on
support of efficiency programmes
Over 50 consultants, some specialists and some
generalists, with experience of local government
and from other sectors
We have frequently worked with Cultural Leisure
services, such as supporting London Libraries
transformation programme and Harrows Leisure
Facilities Strategy
3
Customer focused efficiency
We believe that efficiency decisions need to draw
on understanding of customers needs and wants
and of current service delivery
4
COPPAR
Our approach helps services to make efficiency
savings while minimising the impact on services
and customer satisfaction
Customer

Resources
What processes deliver these products? How else
could we deliver these processes? Are we
striking the right balance on risk taking?
What activities make up the processes we
deliver? How well do they work? Where can we
reduce waste and failure demand?
What resources do we put into delivering
activities? How much does this cost?
Who are our customers? What do they want and
need? How do they want it to be delivered?
What outcomes do we deliver for which
customers? How much do they value these outcomes?
What products (services) do we produce to deliver
these outcomes? What flexibility do we have in
what we deliver?
How much does it cost us to deliver outcomes to
customers?
How will changing what we deliver affect the
value to customers?

Why use mietool?
We have developed mietool to help councils plan
for and measure efforts to make efficiency savings
To conduct a high-level comparison of improvement
options
1
To develop rigorous business cases for chosen
options and assist with investment decisions
2
Mietool is used
To assist with implementation planning by
identifying timescales and resources required
3
To track benefits realised, including cashable
efficiency savings
4
6
What does mietool look like?
The tool produces clear financial summaries to
help decision-making
The results page gives top level financial
results on costs, benefits and the overall impact.
The confidence scores are also aggregated here to
provide an overall view of how reliable the
inputs are.
The graph represents costs and benefits and the
line shows payback when it crosses the x axis
the project starts making savings or efficiency
gains.
