EU Eco-Management and Audit Scheme (EMAS)
  • EMAS is a voluntary initiative designed to
    improve companies environmental performance
  • Initially established by European Regulation
    1836/93 (now replaced by Council Regulation
    761/01)
  • In 2001, ISO 14001 replaced the EMS requirement
    of the EMAS Scheme, making ISO 14001 the
    internationally recognised single EMS standard

EMAS differs from ISO 14001 in that it...
  • has a legal basis in Council Regulation 761/01
    (ISO 14001 has no legal basis)
  • goes further than ISO 14001 in its requirements
    for
  • initial environmental review (against which
    improved performance is judged)
  • employee involvement
  • consideration of indirect aspects and the
    environmental performance of suppliers
  • legal compliance (not simply a commitment to it)
  • audit frequency
  • publication of an independently verified
    Environmental Statements covering specified
    elements of the EMS (Regulation 761/01 Annex III)
    (examples can be found in the EMAS Environmental
    Statement Library)
  • valued more highly than ISO 14001 by the
    Environment Agency which formally recognises
    environmental management systems in its risk
    based approach to regulation via the OPRA
    (Operator and Pollution Risk Appraisal) scheme
    under IPPC
