Organization in the Department for Safety and
Radiation Protection
  • The Department for Safety and Radiation
    Protection consist of a number of Divisions
    concerned with different aspects of working
    safety. In this presentation we will deal with
    some aspects of
  • Accident prevention
  • Technical maintenance of equipment
  • Hazardous substances and biological safety
  • Emergency situations
  • Other aspects will not be treated here, for
    example
  • If you are working in areas subjected to
    radiation or you are working with radioactive
    substances, you must contact your radiation
    officer before starting work.
  • If you are working with lasers, you must contact
    your laser officer before starting work

Firstly, you must read these regulations. If you
do not have this booklet, please get a copy from
your institutes secretary.
It contains a lot of general information
important for working on the premises of the
Research Centre.

    with your work- Safety precautions and safety

    information on safety measures to be observed by

    where they work.

Group leaders
In Germany there are a lot of laws concerning
safe working and safe working conditions. They
protect workers like a roof over their heads when
everybody is aware of their responsibilities.
The Occupational Safety System in Germany
Arbeitsschutzgesetz, Arbeitsstättenverordnung,
Arbeitssicherheitsgesetz, Verband deutscher
Elektriker Unfallverhütungsvorschriften,
Gefahrstoffverordnung,
The persons in charge of the work place must
ensure that all their workers are working safely.
The employer must make sure that working condions
are suitable for the work being carried out.

Arbeitsstättenverordnung
  • 6 Room temperature
  • At the place of work, under consideration of the
    work being carried out, the ambient temperature
    must not be detrimental to the well-being of the
    worker.
  • 31 Rest rooms
  • For woman workers who are expecting a baby,
    suitably furnished rest rooms must be available.

Women workers expecting a baby must report this
as soon as possible to the head of department and
to the administrative office. You may be working
under conditions which are not allowed under
these circumstances.

  • 5 Assessment of working conditions
  • It is the duty of the employer to establish the
    dangers associated with the work of the employees
    and to inform them about appropriate protective
    measures.
  • An endangerment to the worker can occur due to
  • - physical, chemical and biological hazards
  • - unsufficient qualification of the worker and
  • - inadequate instructions

  • 37 Notification
  • The local governmental authority must be notified
    about the use of cancerogenic substances at least
    14 days before their use

This must be done through the Department of
Safety and Radiation Protection. Please contact
us in this case.

Arbeitssicherheitsgesetz(The Act on Company
Doctors, Safety Engineers and other Occupational
Safety Advisers)
An Institution like the Reseach Centre Jülich
must employ a number of Safety Engineers. They
have the task of advising everybody in the
Research Centre who has problems about the safety
of their work. A List of Safety Engineers in the
Research Centre is given at the end of this
presentation.
  • 6 Purpose of the Safety Engineers
  • The safety engineer has the task of advising the
    employer on all questions of occupational safety
    and accident prevention including the provision
    of suitable working conditions and the choice of
    personal protective equipment.

Arbeitsschutzgesetz
A very important aspect of working in the
Research Centre is that you must be aware of
dangers associated with your work. Your
Supervisor must tell you about all dangers which
may occur and he must do everything to prevent
you from endangering yourself. This also applies
to you if you are in charge of somebody who is

If you have an accident and somebody gets hurt,
the assessment of hazards will prove that you
have done your best to work safely and that you
know what you are doing.
Without an assessment of danger you are proving
incompetence

Social Security in Germany
The Social Security System in Germany is
concerned with many social services such as
education, unemployment, and health care. It
assures medical care for illness and accidents
which occur in your free time. If you get ill as
a result of your work or you have an accident at
work your medical care is taken over by the
Berufsgenossenschaft which is an employers
accident insurance scheme. The
Berufsgenossenschaft not only pays for your
medical care but also, in the case of serious
accidents, does everything it can to help you to
be able to work again. The Berufsgenossenschaft
also grants pensions for disabled persons and
organizes a wide accident prevention campaign
with courses and lectures. The Berufsgenossenschaf
t has its own accident prevention regulations.

Even if you only have a minor injury, we advise
you to report it to the Department of Safety and
Radiation Protection. Complications may
develop later with serious consequences to your
health und the problem of proving a works
accident.
Some work may cause an illness which may become
evident much later, even 10 or 20 years later. If
you have assessed the dangers at your work place,
documented and saved them, you will have proof of
an occupational illness and have the right to
recieve benefits from the Berufsgenossenschaft.
If you have an accident which causes you to be
away from work for three days or more, you must
report it.

Do you know who the safety commissioner is in
your department? He is the first person to
contact if you have question about your work.

    employer to help by the implementation of safety
    rules and to give advice on safe working at the
    workplace.

    with the employees and has the task of ensuring
    that
  • - personal protective gear is used
  • - his colleagues are aware of dangers associated
    with their work

Abfallordnung und Abwasserordnung
In the Research Centre there are strict
regulations on disposal of wastes. Ask your
Sicherheitsbeauftragter Safety Commissioner
for advice. Improper disposal of wastes can
cause an extremely harmful effect on the
environment and result in the payment of high
fines.

Fachkraft für Arbeitssicherheit und Betriebsarzt
The Research Centre has Safety Advisors in the
Department of Safety and Radiation Protection,
who will also help you if you have problems with
your workplace. Their addresses are at the end of
this presentation. The Company Doctor will advise
you on all health hazards which may arise from or
be associated with your work.
  • ? The Safety Advisor or Safety Engineer has the
    task of supporting the employer in the field of
    occupational safety and health and advising on
    the provision of suitable working conditions.
  • ? The Company Doctor also advises on occupational
    safety but is also responsible for the medical
    examination of employees with regard to assessing
    and preventing health hazards associated with
    their work.

Office. You will be asked for
  • your telephone number
  • the building number
  • your room number
  • These are on the red label on your telephone
  • You must also give your name

Never work alone in the laboratory at night
If you are alone in the building at night or at
the weekend and you have an accident, you may not
be able to reach a telephone or you may even be
unconscious. Nobody will know that you are there
until the beginning of the next working day. That
may be too late! If you must work out of working
hours please organize this with the head of your
department

  • There may be an alarm which demands evacuation of
    the building or even the Research Centre
    premises......

It is important to know where to assemble in the
case of an evacuation. This is written at the
main entrance of all buildings

The premises of the Research Centre are divided
into a number zones. Should an evacuation of the
premises be necessary, you should leave the
Reseach Centre through the gate designated to the
zone in which you are working. This prevents
congestion at the main entrance. This map hangs
at the entrance of all buildings. Please consult
it to find out which gate you should use in the
case of a total evacuation.
