Specific programmes and measures needed
  • Minimization of biodegradable wastes land filing,
    developing programmes and supporting measures for
    utilization as a energy resource or balance of
    nutrients in the agriculture updating of the EU
    directive is a positive fact, but such a measures
    should be applied to the hydrocarbon industrial
    wastes
  • New efforts for utilization of the gas hydrates
    as new raw energy resource
  • Partial or complete replacement of coal fuel with
    RDF or biomass from wastes or specially
    cultivated trees
  • Supporting measures for energy and raw materials
    saving
  • Supporting business initiatives like Responsible
    Care and Stewardship Products for minimization of
    emissions and safety during all life cycle of the
    materials and products

EC measures for the period 2007-2013 unacceptable
and impossible for Bulgaria
  • - The change of basic year from 1988 approved by
    the Global Un convention to 2007 means that the
    industrial production is fixed at a much lower
    industrial production (about 60)
  • - On the base of the contract with EU Bulgaria
    was forced to shut down Nuclear units wit a power
    about 1600 MWT (25 from the total electricity
    production power)
  • - During the same period of time on the base of
    the IPPC requirements and permits given, Thermal
    Power Stations (TPS) must invest for cleaning
    systems and other facilities and upgrading
    technologies
  • - There is no free market of electricity and the
    TPS are not free to increase the prices of
    electricity
  • - If the TPS have to pay for additional CO2
    emissions they will be forced to close
    production and it will be not only a barrier for
    growth and sustainable development, but a
    catastrophe for population and industry Such a
    scenario must be avoided especially in view with
    other troubles, related to the financial crisis
    ahead

Visible measures to be taken on the way to avoid
difficulties
  • - Bulgaria and other countries heavy affected by
    the plan for 2007-2013 to excluded from the
    obligations to implement this plan
  • Measures for this period of time to oriented to
    the upgrading technologies and investments
    related to the cleaning systems, related to the
    implementation of the IPPC requirements already
    fixed in the permits about
  • Benchmarking system to be developed and
    introduced for industrial sub-sectors affected
  • Trading system to be more flexible and to give
    chances to the companies to integrate their
    efforts on the way to achieve progress in this
    field
  • Much more financial resources to be available for
    grants on the way to stimulate implementation of
    new technologies
  • Much more financial resources to be available for
    improving education and stimulation technical
    studies of the students at technical universities

About realistic emission limits in EU
  • - All the limits introduced to be on the base of
    BAT in the sub-sectors and WHO unification
    needed in view to competition from the other part
    of the global markets and avoid transfer of
    productions site from Europe to the countries
    outside EU
  • - Recommended limits for green gasses emissions
    to be developed and proposed as a benchmarking
    indicators for each sub-sector of the industry on
    the base of BAT

Some time limits for the legal permits, related
to the investment projects
  • 1.Review is needed for the permit procedures
    before decisions taken , related to the
    investment projects the period of prevention
    measures like EIA, IPPC procedure etc. should not
    exceed 12 months other wise the implementation
    process is slower then the innovation process
    going on Special attention should be given for
    the management of protected areas management
    plans have to be approved before the final
    decision for protection according existing
    legislation conflicts are coming at the moment
    when investment proposals are on the table
  • 2. Reporting unification and minimization also
    needed at the moment many reports are required
    on the base national, EU and UN legal acts and
    agreements.

Sustainable development on the base of
partnership and dialog development
  • Partnership and efficient dialog should be the
    basic precondition for successful sustainable
    development
  • Such a task is very difficult and progress may be
    achieved on the base of clear and equal
    responsibility from the parties involved up to
    now the legal responsibilities are mostly for
    business involved and much less for Authorities
    and other partners
  • According to the science such a state is unstable
    and if the policy efforts are not sufficient the
    system will collapse soon or later
  • Today conference and consultations is a
    contribution for the dialog needed and I hope the
    final results will be positive.
