4 Mission Statement
To enable young families to overcome the
barriers that prevent their children from
enjoying a successful future
5Family Start Programme
- Family Start is an initiative of the Family and
Community Services division of MSD - The Family Start programme was established in
1998 as part of a wider strategy to strengthen
families. - It provides intensive, home-based support
services for families with high needs (15
population of greatest deprivation ), to ensure
that their children have the best possible start
in life.

- We are one of 32 Family Start sites
7Infrastructure
- Commenced in July 2005
- 736 families by 2008
- Currently 38 staff, CEO, PM, OM, CM, four
supervisors and - 30 Whanau Advocates
- We require another 7 by the end of October
2006 - By September 2007 we will have a total of 55
staff - Our Whanau/family clients are 40 Maori, 43
Pasifica, - 17 other
- Board of Trustees Members 9 in total

- Mothers or caregivers with children under 12
months of age - Mums who are pregnant

- Mental ill health

13Family Start Programme Includes
- Early Childhood education promotion through the
Ahuru Mowai/Born to learn programme provided
at home - Child and family health promotion supporting
enrolment with PHOs and Well child, injury
prevention, immunisation, healthy nutrition,
exercise - Addressing deprivation employment and income,
education, housing, budgeting - Addressing family life issues family violence,
relationships, patterns of dysfunction - Linking to community agencies, and supports

- Focused practice is characterised by
- An interpersonal relationship which is
collaborative and mutually enriching - Assessment that is focused on resources within
each person and within the social environment
that will enable them to meet the goals they have
set to meet the programme outcomes - Planned change that is directed by the hopes,
dreams and aspirations of each service
participant toward meeting those goals
15Strength based Outcome
Strength based practice is not denying knowledge
about risks or to minimise or collude with,
abuse, violence, neglect, offending or have that
potential to harm. Rather it is a principled and
transparent approach to working with families/
whanau based on professional and ethical
principles. The Whanau Advocate must work
intensively to engage the family/ whanau in
partnership for change, while being very open
with them about her/his role and bottom line
professional and safety requirements.
