3Initial Report/ Response Actions
- SLIS CC recvd NRC notification reporting approx.
1000 gals of 2 diesel had been discharged from
an above ground storage tank. - SLIS Duty response personnel responded to the
scene quickly engaged RP, CT DEP, OSRO (CT
Tank). - Immediate clean up response was focused primarily
on secondary containment w/ VAC Trucks, removing
snow and diesel fuel. At the time, an unknown
amount of fuel had discharged to CT River ice
coverage served as natural boom.
4Initial Response Actions cont.
- SLIS Response personnel began investigation into
cause of discharge. Facility was in care taker
status (No water side ops). Storage tank had
12,000 gal capacity fed boiler used to heat
asphalt storage tanks onsite. - Facility discovered they were burning through
more diesel fuel than usual (two deliveries
within the same month). Approx total discharged
determined to be 8,000 gals. - Cause attributed to re-circ line elbow from
storage tank (frozen/ cracked in half).

8Clean Up/ Remediation Operations
- CT Tank used VAC trucks to collect product within
containment area and CT River. - 40 cubic yd roll off containers were utilized to
dispose of saturated soil/snow. - Due to Ice Coverage on CT River, CT Tank had to
utilize chain saws to cut through ice in order to
deploy containment boom.

12Obstacles to Clean Up/ Remediation
- Although ice served as natural boom, it also
created an arduous/slow removal process of the
saturated ice (cut bag ice, human chain up
hill, loading pick up truck). - Melting Re-freezing prompted continual boom
maintenance/ difficult w/Jon Boats (anchoring/
adjusting/ pulley system).

15Clean Up/ Remediation Numbers
- Approx 2650 gals of product recovered from within
the secondary containment. Another 1600 gals
recovered from the CT River. - Approx 150 tons of ice/debris/soil removed.
Secondary containment has been backfilled. - RP hired subcontractor to install three
monitoring wells within secondary containment.

17Shoreline Assessment
- After two weeks, warmer weather melted a majotiry
of the ice affecting the clean up operations. IMD
was able to conduct a thorough ½ mi SCAT from
the RT17/66 bridge North to the TRI-RAM facility.

25Boom Maintenance
- On 12 Feb 09, ice had thoroughly melted. CT Tank
kept the hard containment boom in place, with a
second layer of absorbent boom within the hard
boom. - CT Tank is currently visiting the site once a
week to check the status of the boom and change
out soiled absorbent boom as necessary.

- Ensure all surrounding municipalities are
notified. - Outstanding coordination between CT DEP, RP, CT
Tank, Coast Guard, and Local Government. - Accurate and timely press releases and interviews
ensured public was well aware of what was going
on.
