Developing a shared goal
  • Establish a project team with a clear ToR that
    includes a project manager.
  • Key stakeholders, such as Government/IFIs/UN
    Agencies and NGOs, need to be sensitized to mine
    action through meetings and workshops.
  • Training packages should be developed for team
    members to ensure that they are aware of how to
    create linkages with planning and finance
    ministries.

Preparing a mine action profile
  • Information on the impact of landmines and ERW
    from surveys.
  • Drivers of the problems that mines create
    including the impact of mines on development.
  • Review the national development plan and PRSP to
    see how linkages can be established or enhanced.

Formulating an activity plan
  • Link with the review of the PRSP/national
    development plan.
  • Importance of buy in from all partners to the
    activity plan. Identify mine action champions in
    drafting committees.
  • The importance of decentralisation and
    involvement of CSOs.
  • Link with direct budget support initiatives.
  • Cost the activity plan, develop a project budget
    and mobilise required resources.

Implementing planned activities
  • Have regular project team meetings to monitor
    progress and develop solutions for challenges.
  • Ensure that inputs for development plans and
    budgets are developed by the project team.
  • Once mine action is included in draft documents
    make sure it stays in.

Taking Stock
  • Internal review at the end of the project that
    includes lessons learned from the project and
    recommendations for future activities.
  • Final Report from the project completed and
    circulated to donors and other partners.
  • Next steps for mainstreaming. What happens once
    the project is included in the PRSP, National
    Development Plan and State Budget ?

  • Networking and developing linkages are essential
    to success!
  • Mainstreaming is a process that requires
    resources and commitment from all partners and it
    must be driven by national authorities.
  • Mainstreaming into national development plans and
    budgets is critical to ensure sustainability and
    increased national management of mine action
    programming.
